Living Lab as a Tool for Organizing the Interactions Among Regional Innovation System Actors (Exemplified by the Tomsk Region)

This study advances the understanding of the tool of living labs, also this study analyses their advantages and disadvantages by using the example of the Tomsk Living Lab. The main goal of this study is to formalize a scalable practice for the development of living labs in Russia as a tool for Organizing the Interactions Among Regional Innovation System Actors based on a comparison of the best foreign experience and the flagship living lab of the Tomsk region - Tomsk living lab. Based on the results of the study, it was possible to develop basic recommendations for scaling the experience of the Tomsk region on the territory of Russia. These recommendations include: • determination of the goals of the living lab and compliance with the necessary conditions for its creation • identification of socio-economic spheres in which ones the creation living lab is most relevant for the region • creation of a team for the living lab implementation, which will include experts from the represented sphere • involvement of experts who already had experience in the implementation of living labs • fund raising for project implementation • involvement of user in testing and implementation of innovations
