Apartment exchange in Moscow in the 1960-80s: the limits and challenges of the Late socialism housing policy

Данная работа Данная работа посвящена анализу организационного устройства и практикам обмена квартир в Москве 60-80-х гг. Обмен жилыми помещениями был официально легализован ещё в 1927 году и на время войны Практика была под запретом, вернувшись в правовое поле только в 1946 году. Вплоть до начала приватизации, обмен оставался единственный доступной формой распоряжения жилищной площадью в городах, что делало процедуру крайне востребованной среди советских граждан. С началом хрущевских реформ, когда было принято решение о начале массового строительства типового жилья, в городах СССР и конкретно в Москве, значительно выросло количество доступного для масс жилищного фонда, что послужило фактором увеличившегося количества обращений со стороны граждан в структуры Бюро обмена жилыми помещениями. Государство вырабатывало собственные условия и критерии для обмена, не допуская спекулятивный характер обмены операций и выявляя привилегированные группы для улучшения жилищных условий как за счёт государства, так и выступая фактически посредником при процедуре обмена. This work is devoted to the analysis of the organizational structure and practices of the exchange of apartments in Moscow in the 60-80s. The exchange of living quarters was officially legalized back in 1927 and during the war the practice was banned, returning to the legal field only in 1946. Until the beginning of privatization, exchange remained the only available form of housing space management in cities, which made the procedure extremely popular among Soviet citizens. With the beginning of Khrushchev's reforms, when it was decided to start mass construction of standard housing, in the cities of the USSR and specifically in Moscow, the number of housing stock available to the masses increased significantly, which served as a factor in the increased number of applications from citizens to the structures of the Office of the Exchange of Residential Premises. The state developed its own conditions and criteria for exchange, preventing the speculative nature of exchange transactions and identifying privileged groups for improving housing conditions both at the expense of the state and acting as an actual intermediary in the exchange procedure.
