This work is devoted to the environmental discourse in the Kama region in the late 1980s - early 1990s. The study was based on the Kama press of Perm, Berezniki, Chusovoy, Kungur, Krasnovishersk. However, the work considers not only the information that was published by the newspapers of these cities, but also the "behind the scenes" of these articles, the general background. Thus, in order to present a more complete picture of the environmental agenda in the Kama region during this period, sources such as archival materials and interviews are also involved. We consider how the environmental agenda was formed. How scientific and public discourses were built around it. In addition, we study the processes of activation and decline of this topic in the media and the public field, and identify the circumstances of these events. Finally, we involve an expert interview to verify the previously obtained factors and supplement them with information of informal nature. As a result, we are witnessing the politicization, opposition and, in a way, the revolutionary nature of the environmental agenda in the late 80s - early 90s
