The Capabilities of Decision Support System in Making Strategic Decisions in Russian Industrial Companies

In this paper, we consider the problem of the lack of systems to support the adoption of full-cycle strategic decisions at industrial enterprises in Russia. The aim of the work is to develop a methodological framework for creating a universal full-cycle software for industrial enterprises. Within the framework of the work, the tasks of analyzing and systematizing approaches to strategic management at industrial enterprises are solved, the stages of strategic planning and their specifics are highlighted. Also, the paper systematizes the standard tools of strategic planning at each stage. In the second part of the work, the analysis of corporate information systems involved in the strategic planning of an industrial enterprise is carried out. The capabilities of software classes, as well as specific software, are highlighted. A comparison of decision support systems is carried out in order to identify common requirements for a universal system for supporting the adoption of full-cycle strategic decisions. As a result of the analysis, the necessary conceptual foundations for the creation were formulated: 1. Strategic decision support system should have customizable a set of universal tools for each stage of strategic planning. 2. The system should be built on a modular basis, where each module is responsible for a specific stage of strategic planning. At the same time, all modules are combined into a single intelligent system, which considers the mutual influence of the implemented factors. 3. The system should take into account the expert opinion of the stakeholders involved in the process of developing the strategic plan. That is, it is necessary to have the possibility of forming expert groups with the subsequent systematization of expert assessments. 4. It is necessary to consider the factors of the internal and external environment, data on their composition, and development alternatives based on expert assessments. 5. Considering the necessary range of stakeholders, varying degrees of influencing and personal view for the formation of the strategic plan of the enterprise. 6. The system should be integrated into the corporate information system, receiving the necessary information from the data flow, and combining it with the enterprise architecture.
