The purpose of the study is to develop a model for managing a portfolio of high-tech projects in a commercial bank. To achieve this goal, you need to solve the following tasks:: - consider the concept and essence of project management in the banking sector; - identify the features of managing high-tech projects in the banking sector; - determine the classification and types of portfolio models; - provide organizational and economic characteristics of Tinkoff; - analyze the existing project management system of Tinkoff Bank; - analyze the existing project portfolio management system of Tinkoff Bank; - to propose a methodological approach to the formation of a portfolio of high-tech projects in Tinkoff; - determine the organization for managing the portfolio of high-tech projects in Tinkoff; - to assess the economic impact of the introduction of a methodological approach to the formation of a portfolio of high-tech projects in Tinkoff. The object of the study is a commercial bank of the Russian company TCS Group (Tinkoff). The subject of the study is the formation of a project portfolio. It was decided to implement the project, which is aimed at implementing blockchain technology. For the bank, it was not the development model of managing this portfolio of projects that was important, but the implementation of these projects. The technical risks associated with ensuring the reliability and security of the IT systems supporting the blockchain and their integration into the existing IT infrastructure of the bank are the highest in the implementation of the TCS Group Holding PLC blockchain technology implementation project. The proposed set of measures will allow the implementation of the project on the introduction of blockchain technologies of TCS Group Holding PLC and reduce its risks. Currently, the level of development of the financial system is determined by the investments made in digital technologies, the readiness to adopt digital technologies and the level of development of science, which can be interpreted as the level of availability of highly qualified specialists for the creation and implementation of digital technologies. During the implementation of the project for the introduction of blockchain technologies, TCS Group Holding PLC will receive a net discounted income of 62,227. 6 million rubles in the period 2021-2037. at a discount rate of 21.5% and an investment volume of 11,983. 5 million rubles.
