This master's study considers the process of a model of a regional resource centre for inclusive education construction — with the use of SWOT-analysis. The research contemplates the theory of inclusion and its origins — as well as the stages of its development in the process of education. The work also uncovers some problems of inclusive education and its formation peculiarities in the Russian Federation. We suppose that these centres are able to solve the existing problems in the area, using their integrated approach and overall concept. SWOT-analysis was used in order to study the domestic and foreign activities of the centres on the basis of the literature and was used as the main interview tool, as well as a key for coding the interview’s results. It identified the strengths and weaknesses of the activities of these centres, their potential threats and opportunities. The scientific novelty and theoretical significance of this research lies in the usage of the SWOT analysis method to create and improve the regional model of the resource centre for inclusive education and create a possibility of its spreading on the regional level. From a practical point of the study, the research results can be applied in various activities of institutions of preschool, general, special (correctional), secondary vocational, higher education.
