Conflict of Interest in Public Civil Service Settlement Concept and Process

This paper is devoted to a comprehensive analysis of the procedure for preventing and resolving conflicts of interest in the state civil service of the Russian Federation. Within this study reveals aspects of special socio-legal significance of the Institute of civil service, the proper functioning of which directly affects the observance and protection of rights, freedoms and legitimate interests of citizens of the Russian Federation. The conflict of interests is considered as a corruption-related situation that contributes to the commission of corruption offenses by persons who fill positions of the state civil service. This study reveals the procedure for preventing and resolving conflicts of interest, identifies current legislative and practical problems of this category, and formulates proposals for effective resolution of the identified problems.
