Features and Characteristics of the Public Civil Service Organizaional Culture

The increase in the efficiency of the state activity has actualized the development of the institution of civil service, in which the fundamental role is assigned to the organizational culture. Despite the fact that organizational culture influences all processes of functioning of state bodies, and the values and norms inherent in it are used by the official activities of civil servants, recently there has been a problem of internal integration of organizational culture in the civil service. High staff indicates the importance of retaining employees in the organization, their adaptation, the requirements for the culture of behavior of candidates entering the civil service. At the same time, the valuable guidance associated with the motivation to serve society and the performance of the main professional activity of civil servants is not prevalent for them. In this way, it becomes necessary to study the phenomenon of organizational culture in public service, to analyse its characteristics and features. In order to identify them, namely the prevailing type of organizational culture, the main values of the investigated federal executive authority, the style of organizational leadership, a sociological study was carried out using the method of polling (questionnaire) and in-depth interviews. According to the results of the study, profiles of the prevailing and preferred types of organizational culture were drawn up, the dominant positions of culture were identified, including the characteristics of the state body, the general style of leadership, employee management, the connecting essence of the organization, strategic goals and success criteria. The implementation of the study made it possible to develop recommendations for changing the dominant type of organizational culture, developing the managerial competence of heads of state bodies and their structural divisions, the use of which in practice will help to increase the impact of organizational culture on the efficiency of the state body, the quality of work carried out by civil servants, changing the vector of managerial practice of leaders.
