The Phenomenon of Educational Poverty in the Russian Federation: Measurement and Evaluation Problems

The term «educational poverty» has been used in the scientific literature since the end of the XX century and refers to contextual and socio-economic conditions in which the full implementation of quality education is impossible. The problem of educational poverty is increasingly attracting the attention of the world community. This is due both to the UN Sustainable Development Goals and to the threat of increasing educational inequality caused by the consequences of Covid-2019. However, in the Russian Federation research on educational poverty have not progressed too much: there are no studies that would theorize and problematize the issue of educational poverty in Russia. This paper examines the representation of the concept of educational poverty in the scientific literature, describes and analyzes the main approaches to its definition, measurement, and evaluation. A model for measuring educational poverty for the Russian Federation will also be proposed. The empirical part will be the testing the model based on data for Tyumen, Kaliningrad and Leningrad regions for 2016-2019. As a result, the relevance of the use of the considered model for the Russian Federation will be assessed, as well as research questions for further development of the topic will be raised.
