Development of Districts' Urban Planning Conflict Index (on the Example of Moscow)

Attempt to measure the "urban planning conflict index" (an indicator demonstrating the conflict potential of the district in the field of urban planning and the readiness of the residents of the district for coordinated and systematic measures to keep their point of view on the issues of urban planning policy) in the example of Moscow districts is described in this work. The paper presents domestic and foreign studies on similar topics, describes the parameters of the index and provides a methodology for calculating it. Also described is a possible machine learning algorithm that predicts the "winner" in urban planning conflict.
