Transformation of the System of Additional Professional Education for Management Teams of General Educational Organizations in the Context of Changes

The portfolio contains the materials that address the transformation of the system of professional development of managerial staff of educational organizations. The aim of the final project work is to work out the approach to transforming the system of professional development of educational organizations’ management staff based on regional characteristics, enabling this system to prepare management teams for functioning in the changing conditions and to form all the necessary competences for this. Achieving the aim of the project required setting and solving a series of pre-project and while-project objectives. The outcomes of the pre-project investigation are presented in the course paper, the internship report, and the two scientific articles: - I.A. Dagaeva, N.P. Derzkova. Conceptual Foundations of the Professional Development Model for Educational Organizations’ Management Teams in the Conditions of Changes (the case of the Pskov Region); - S.N. Vodneva, I.A. Donina, I.A. Dagaeva (2021) Formation of Management Teams of Educational Organizations. The theme of the course paper is “Analysis of the Conditions and Infrastructure of the System of Professional Development of the Heads of General Compulsory Educational Organizations of the Pskov Region”. The internship report on the theme “Analysis of Academy’s “Directoria” Competitors” presents the results of competitors’ analysis on the activity “Professional Development” in 14 regions and 8 federal districts. The conducted analysis has become the ground for the competition profile, which characterizes the position of the Academy “Directoria” in relation to its competitors. The solution to the while-project objectives is presented in the following portfolio’s materials: - in the article by I.A. Dagaeva and N.P. Derzkova the authors propose the mechanism of the participants interaction in the framework of the new model of professional development of secondary schools’ managerial staff. The authors determine the role of the participants of the new regional system of professional development, formulate the principles of additional educational programs design for managerial staff of educational organizations, and present the results of the proposed model approbation. The article has been positively reviewed; - in the fulfilled task on the discipline “Pedagogical Design”, which included working out an additional educational program “The Strategy of School Development: Trends, Models, Instruments”. The worked out educational program appears to be the first one in the set of the programs aimed at approbating in the framework of the proposed professional development model; - in the latest part of the portfolio there are materials on the resources’ provision of the project, its risks, conditions for implementing designed changes, the project sustainability and prospects of its dissemination. The materials also comprise the case of approbating the elements of the new regional system of training managerial staff in general education and present the draft of “Regulations on Holding the Contest of Educational Programs of Additional Professional Education for Managerial Staff in General Education”.
