Private Schools as a Resource for the Development of Education in Megacities (the Example of the City of Krasnodar)

This paper attempts to substantiate the necessity of using the potential of non-state sector of general education to solve social problems of rapidly growing urban agglomeration on the example of the analysis of place and role of non-state sector of school education in Krasnodar, in Russia and worldwide, taking into account the conclusions obtained on the basis of the conducted survey of specialists of educational system management, heads of private and municipal schools, parents. Comparison of the results of a nationwide survey conducted among employees of the non-state sector in 2018 and respondents living in the city of Krasnodar in 2021 allows to identify factors influencing the development of the non-state sector of school education in Russia, outlining the specific features characteristic of this megalopolis. According to the results of the research and analysis of sources devoted to the problems of private school education development, recommendations for specialists from educational authorities, potential investors and heads of private schools are formulated, which constitute a set of proposals for the program of private education sector development in a developing metropolis (by the example of Krasnodar). The work will be useful for municipal education authorities of developing megacities, investors in private education, managers and teachers of private schools, as well as politicians, administrators and researchers who are searching for mechanisms to improve the quality of general education and its accessibility.
