If you do not already have a Russian visa, you must receive a Russian humanitarian visa to enter the country and participate in the conference. In order to apply for a visa, you must first receive an invitation from the Russian Ministry of Internal Affairs, which HSE University can provide you. In order to receive an invitation, please submit the following two items:
- A scan of the completed and signed form to receive an invitation.
- A scan of your valid passport. Your passport must be valid for at least 6 months after the end of the conference and have at least four empty pages.

The invitation procedure takes 3 business days for citizens of the European Union and up to 30 days for citizens of other countries. Please note that the university is allowed to apply for invitations from the Russian Ministry of Internal Affairs only 100 days before the event (that is starting June 8, 2019). So, we strongly encourage you to send us the scans of your documents as soon as possible.
Russian embassies accept one of two forms of invitations for a humanitarian visa – on university letterhead or in the registered electronic form. As it stands now, invitations typed on official letterhead are accepted in Russian embassies in EU countries (except the UK and Ireland), Japan, India, China, Iran and the USA. At the same time, we recommend that you contact the Russian embassy where you intend to apply in advance in order to find out which form of invitation for the humanitarian visa they accept.
