Visit by Delegation from the Mexican Ministry of Economics and Labour (Nuevo León State) to HSE, Moscow


On 16 September 2016 the delegation from the Mexican Ministry of Economics and Labour of the Government of Nuevo León State together with the representatives from the Embassy of Mexico to the Russian Federation came to Higher School of Economics, Moscow in the framework of their yearly working trip abroad. The Mexican delegation hosted by 
HSE Office for International Cooperation that was headed by Mr Felipe Avilés Fabián, Deputy Minister of Labour at the Mexican Ministry of Economics and Labour at Nuevo León State, was represented by the members from the Ministry and trade unions commissions, individual entrepreneurship, employees’ communities and business companies. The aim of the Mexican mission to Russia was to share experience in labour relationships and social partnership and to learn more about practical implementation of the university knowledge gained by alumni to their professional life.

The meeting discussion was moderated by HSE Deputy First Vice Rector 
Boris Zhelezov who introduced HSE and its goals, challenges and achievements within past years. He mentioned close connections between HSE laboratories and institutes with industrial and business companies in the matter of joint research and internships and highlighted long-term partner relationships between HSE and the Embassy of Mexico to the Russian Federation.

Professional communication was started by 
Prof. Veronica Kabalina, Head of Department of Human Resources Managementat theSchool of Business Administration (Faculty of Business and Management), who gave a brief presentation on Education Policy for Employees in the Russian Companies and presented results of her surveys in the leading Russian companies. Prof. Elena Gerasimova, Associate Professor and Head Department ofLabour and Social Welfare Law, Faculty of Law and Academic Supervisor of the Programmein Legal Support for Personnel Management presented her view of Law Regulation of Social Partnership and Labour Relationships in Russia. A question of non-participation of Russian employees in trade unions, as well as bureaucracy in Russian companies were also discussed during the meeting.

At the end the Mexican delegation thanked HSE representatives for the interesting and efficient discussion and mentioned that Mexico and Russia have similar problems and may joint their efforts in changing views to social partnership and power of trade unions, as well as work together towards the match between university education and companies’ demands in the sense of competencies and working places.
