Final assessment

On 30th November 2018, the Research Council of the Higher School of Economics (HSE), in accordance with Training Directive 38.04.01, confirmed Dr Georgia B Kleiner, Deputy Director of Research at IMBR, as the chair of the State Examination Commission in 2019 for Economic Education Programmes, including BSc, specialist and MSc courses.

State Certification is a vital element of higher education, and is coordinated for all graduates of the University in accordance with the HSE’s Statement on State Certification for graduates, which was confirmed by Rector’s Decree on 20.04.2017, No 6.18.1-01/2004-08.

State Certification for HSE students is carried out in accordance with the terms laid out in the curriculum and prospectus of each programme. 

State Certification is available to students upon completion of their programme of study who have fulfilled all curriculum requirements.

Defense of dissertations takes places in meetings of the State Examination Commission, with the participation of not less than two thirds of its members. The decision of the SEC is taken in a closed session, and decided by a simple majority. In the event of a tie, the chair holds the deciding vote. 

Final Dissertation

The Final Dissertation is a mandatory element of the educational programme; it is a student’s academic research project. The SEC must participate in the defence of the Dissertation. Dissertation requirements are specified in the programme documentation, as well as in the guidelines for State Certification that graduates will receive upon successful completion of the relevant tests.

The Dissertation is checked with the Anti-Plagiat system, in accordance with the HSE’s anti-plagiarism policy for written work. In the event of a breach of the anti-plagiarism policy, students will face appropriate sanctions that penalise conduct going against academic integrity, as detailed by Statement 7 of the Regulations on Internal Disorder in the University. 

Defence of the Dissertation takes place in accordance with the stated schedule for State Certification tests at sessions of the SEC, with regard to the field of research or specialisation.

Appeals

Students have the right to appeal against the results of State Certification tests. There are grounds for appeal if, in the student’s view, the established procedure for Dissertation defences has been breached.
