Guide for New International Students

1. Prepare

Before you arrive, we strongly advise you to look at the more detailed information for the arrival and enrolment procedure: https://admissions.hse.ru/en/graduate-apply/step5.

Please let us know via e-mail if you would like to take part in the HSE Orientation Session so that we could inform the International Student Support office of your participation.

2. Settle in at the dormitory

As an international student you are guaranteed a place in the HSE student dormitories. You will receive the address of your dormitory via your Personal Account. More information about the dormitories can be found on the dormitories website. At the dormitory you will have to:

Upon check-in present the original of the HSE health certificate (signed and stamped by a doctor in your home country) and the documents for your migration registration (passport, visa, migration card);

Read and sign the tenancy agreement and the dormitory internal regulations;

Participate in one of the dormitory meetings that will be taking place in September.

3. Get enrolled

After arrival you must submit your documents to the HSE Admissions Office for Foreigners at Room 330, 3rd floor, 11 Myasnitskaya Ulitsa (and also office 319/319a for fee-paying students). Security will have your name on the list of students to be allowed into the building. Follow these steps:

- Submit all the documents at Admissions;

- Finalize the payment procedures if you are a fee-paying student;

- Head to your study office right away and meet your programme manager.

After Admissions Office accepts your documents, you will be officially enrolled as an HSE student by issue of an enrollment order. It usually takes a few days for the order to be issued.

4. Get registered

Upon arrival, you should register with the Migration Service. Learn more about registration and how it is applied for.

5. Attend your programme’s organizational meeting

The ICEF MSc programme will hold its own Welcome Meeting and Reception to give you the opportunity to meet fellow students and staff. The meeting will take place on Monday, September 3, 2018 at 15:00, Shabolovka 26, Room 5215 after the class in Mathematics for Economists (09:00-13:40).

The Reception will be scheduled for late September and the date will be communicated to you separately.

6. Receive your student ID

You will receive your student ID from your Study Office, Ms Sabina Babaeva or Ms Ekaterina Nikonova. Be prepared that it might take a while to receive student ID after the enrollment order is issued by HSE General Admissions.

7. Log into your student email and learning systems accounts

Upon receiving your student ID from your programme manager you will also receive your HSE student email details and information on how to access your LMS account. All HSE messages will be addressed to your HSE email only. Please check your HSE email and your LMS account regularly.

In the ICEF Information System you will find course descriptions, lectures materials, home assignments, test and exam results and regulations on the study process. Please register your account at http://icef-info.hse.ru/

8. Receive your electronic pass

To access the HSE buildings you will have to get an electronic pass. This can be done at Pass Desk: 
- In September at Shabolovka Ul .26, office 4110, from 10.30 AM to 7.30 PM (lunch break 1PM - 2PM) 
- Starting from October at Bolshoy Trekhsvyatitelskiy per. 3, office 114, from 10.30 AM to 5.30 PM

Take your student ID, temporary pass and passport. Check the detailed instruction on how to apply for the e-pass. You may have to queue as the office can be quite busy during the first weeks of September.

9. Come to ICEF Library to borrow the literature for your studies

Take the following documents:

- Passport

- 1 photo 3*4

- Student ID

Address: 26-3 Shabolovka St., room 3119. Open 10.00-18.00.

The central HSE Library is located in the main building on Myasnitskaya St. 20. Apply for the library card at the main HSE library located at Myasnitskaya Ul. 20, 2nd floor (take the left corridor from the elevators and walk to the hall at the end). You will be required to present your student ID and passport. You can apply for a library card after September 14, Monday-Friday, from 10.00 to 18.00. You can also get remote access to the HSE electronic resources.

10. Apply for your social (transport) card

Enrolled students can start applying for the social card 10 days after receiving their student ID.

Social card is used as a transport card and allows you to take public transport in Moscow (metro, buses, trams, trolleybuses) at a lower price. It must be activated and then refilled every month, separately for the metro (at a metro cashier’s) and the ground public transport (in grey ticket kiosks). Please refer to How to apply for the student social card (instruction) for more information.

1 month after submitting your application you can check if your social card is ready (enter your application No. and your passport No.).

11. Get familiar with the main university regulations

12. Check your timetable

Check your timetable. Please follow the most recent changes in your timetable at the ICEF MSc Study Office or at ICEF Students Website – look at the left blue column, click on ‘Магистратура 1’.

13. Apply for a multiple-entry visa

When there is 1-1.5 months left till the expiry date of your single-entry study visa you must apply for a multiple-entry visa which will replace the single-entry visa and will be issued for 1 year. This must be done at the Visa & Registration office located at Myasnitskaya ul. 20, office 538. Check the list of documents required for the multiple-entry visa application. Note that until you receive your multiple-entry visa you will not be able to re-enter Russia if you leave.

14. Check all available resources

HSE offers its international students a range of resources, most importantly useful information on topics such as Russian language courses, medical insurancepsychological counselingemployment regulationssportscanteens, and many others. Remember to check your study programme website on a regular basis.

As an ICEF student you are also welcome to join the Advanced Research Programme for ICEF Bachelor and MSc students, take part in specific ICEF career events and student activities.
