Recognition of foreign diplomas

If you are an international applicant, your academic certificate is subject to a recognition procedure valid in the Russian Federation.

Pursuant to Russian Federal Education Act 273-ФЗ, enacted on 29.12.2012, the Higher School of Economics has discretion to effect, for the purposes of student enrolment and employee hiring, the recognition of diplomas and academic certificates.

The recognition procedure requires you to present the original copy of your academic certificate, which should be duly legalized, translated into Russian, and notarized.

Academic certificates will be legalized using one of the following options, depending on your home country:

Consular legalization by missions representing the Russian Federation abroad; or

Apostilization, i.e. legalization by way of attaching the APOSTILLE to your certificate, which is valid for countries listed by the Hague Convention 1961.

For more details and full list of countries, the applicants from which are NOT required to have their certificates legalized, please go to the webpage of the National Information Centre.

Should you have queries concerning recognition of your academic certificate, don’t hesitate to contact:
