HSE Alumnus Maksim Oreshkin Named New Russian Economy Minister

Russian President Vladimir Putin has appointed Maksim Oreshkin as the country’s new Economic Development Minister. Oreshkin is the former Deputy Minister of Finance and a graduate of the Higher School of Economics.

Maksim Oreshkin received his bachelor’s in 2002 from the HSE Faculty of Economic Sciences before going on to complete a master’s in finance in what is now called the Master’s Programme in Financial Markets and Institutions. He served for four years as a division leader for the Russian Central Bank and later as managing director of Rosbank. Oreshkin then went on to work for Crédit Agricole Corporate and Investment Bank and VTB Capital.

In 2013, Oreshkin jointed the Ministry of Finance, where he initially headed the department of long-term strategic planning. Two years later, in 2015, he was named a deputy minister. In his role as Deputy Finance Minister, Mr Oreshkin was in charge of macroeconomic issues, risk analysis in the budget system, and matters concerning monetary policy.

‘I don’t think it was a bad decision to appoint Maksim Oreshkin as [Economic Development] Minister,’ comments HSE Academic Supervisor Evgeny Yasin. ‘He is an educated and qualified professional, and a young one at that. This is his strong point in my opinion. He also had good teachers along the way. After all, he worked with Kudrin and Siluanov, and he spent time at VTB.’

RBC reported that, in his role as Economic Development Minister, Oreshkin sees his main objective over the next year as preparing ‘key measures that will remove structural barriers to our economy’s growth and enable us to move forward.’
