2020’s First-year Students

Dear first-year students,

Below you will find a list of important steps, which you will need to complete by the end of August and in September to settle various organizational issues, so that your studies run smoothly and you can focus on learning.

In the near future you will start studying at one of the best universities in the world – HSE University.

Studies will begin on September 1 (October 1 for some Master’s programmes).

NB! In case of closed borders, due to Covid-19 world situation, if you cannot arrive in Russia for the start of the programme, online classes will be provided for you. Your programme manager will send you instructions on how to log in and access classes no later than August 25. Once the borders are open and flights are resumed, you should buy a ticket and follow instructions below.

Please find below instructions on how to prepare for your arrival and what is important to do in the first days of your stay in the Russian Federation:

➱ Before arriving in Russia, you need to purchase medical insurance policy, which includes a medical examination and a Covid-19 test using the PCR method. A list of insurance companies and links to online forms for purchasing policies is here: https://www.hse.ru/en/medical/ins.

➱ Before your arrival in Russia, you must obtain a document confirming a negative test result for Covid-19 by the PCR method in your country (this document will be asked from you at the airport/train station/at customs and in the dormitory)

➱ In your personal HSE account, mark the arrival date (according to the purchased ticket). 3 days before this date, you will receive a referral to check in at the dormitory (indicating the address of the dormitory, room number, etc.)

➱ Upon your arrival in the Russian Federation, you get to the dormitory in a way convenient for you: taxi (we recommend Yandex.taxi – download the application to your phone in advance), Aeroexpress (https://aeroexpress.ru/aero.html). Sim cards are sold at all airports, and there is also WI-FI.

➱ Checking in at the dormitory check-list:

      ☑ A document confirming a negative test result for Covid-19 by PCR;
      ☑ A passport of vaccinations or a copy of certificate of preventive vaccinations (in Russia form №156/study-93);
      ☑ Medical policy purchased before arrival (see paragraph 1 for information);

➱ Once you settle down in the dormitory, it is important to register. To get registered, you need to get in contact with the passport officer of your dormitory. You will need to have your passport and migration card with you.

Please note that accommodation at the dormitory costs app. $20-25/month (in rubles) for all categories of students.

➱ For the next 14 days, you must stay in your room for a two-week isolation. It is allowed to go out only to the clinic, pharmacy and store for essential goods. The management of the dormitories has the right to prosecute violators. Therefore, we strongly recommend that you follow the instructions received, as they are designed to keep you and other students safe. During this period, we will offer you online training, so we suggest you bring your laptop along.

➱ On the 11th calendar day from the date of arrival (on Monday, if this day falls on Saturday/Sunday) you should set an appointment in the clinic, according to the earlier purchased medical insurance policy (see paragraph 1). In the clinic, undergo a medical examination and retest for Covid-19 using the PCR method.

➱ The result of the medical examination and retest will be sent directly to HSE University. After receiving the results, the programme manager will send you information on how to continue your studies on campus.

1.   Move into a Dormitory (if you are a non-Moscow resident/international student)

Places in HSE University dormitories are distributed to international students through their Personal Accounts.

Access to the ‘Dormitory’ section in your Personal Account will be made available after filling in the ‘Consent for Studies’ section and completing recognition procedure (but no earlier than August 17, 2020).

Upon your arrival for studies, a place in one of the HSE University dormitories will be reserved for you.

You must download an accommodation referral for dormitory residence from your Personal Account, print it out and bring it to the dormitory.

When moving into a dormitory, make sure you have the following documents:

      ☑ passport (document confirming your identity);
      ☑ copy of your passport (first page)—if your passport contains information on the place of residence, make a copy of that page two (both pages should be copied onto ONE page)
      ☑ a document (in Russian or English), confirming negative test results for COVID-19. The test should be done with the use of a polymerase chain reaction method (PCR method) no earlier than three calendar days before arrival in Russia;
      ☑  a copy of a vaccination certificate (as per Form No. 156/у-93), or a certificate listing all inoculations (including one against measles);
      ☑ a medical insurance policy purchased online prior to arrival.

3. Receive an Electronic pass

We draw the attention of first-year students that since October 1, 2020 access to the territory of the Higher School of Economics is strictly through electronic passes.

The issue of the electronic passes (update August 21, 2020) 

For the electronic pass' issue it is necessary to carry with you:

For postgraduate students - certificate of the postgraduate student;

For students - student card (renewed) or certificate from the study office (if student card is lost).

4.   Receive a Student ID Card 

Student ID cards will be issued:

A photograph must be provided by 21 August.

When: 30 August

 

5.   Receive a Library Card

Read the Library Use Policy here: https://library.hse.ru/documents.

Fill in the online registration form on the Library website at: https://library.hse.ru

To get registered, you need a student ID card number and an HSE University corporate e-mail address.

Upon getting a library membership, every user isassigned a bar code for their personal identification, which can be used as a library card.

 

6.   Receive a Moscow Social Card (for public transport discounts)

A social card can be obtained from a local office of the Moscow Multifunctional Centre (‘My Documents’).

   ① Step 1: Check to see if your data has been included on the Moscow Social Register’s website: check the register of students/residents/doctoral students

   ② Step 2: Complete registration on the www.mos.ru portal and submit an application for the issue of a Moscow social card through your personal account. Applications are usually processed within 30 calendar days. You can check the status of your application through your personal account or by visiting here.

International students may submit an application for the issue of a Moscow social card in person at one of the My Documents centers (regardless of their place of residence or place of study).

   ③ Step 3: Pick up your Moscow social card from the My Documents centre that you selected when making an application for it. 

Important: if your personal data is not found in the Register, you must contact the manager of your Programme Office as soon as possible.

 

7.   Obtain a MIR Card from VTB Bank (only for international students who are entitled to scholarships)

In partnership with Branch N. 7701 of VTB Bank, HSE University’s accountants oversee the issue of scholarship debit cards (note: these are not social cards) with free banking services and with a special HSE University design (our mascot, the Crow).

You must send to std@hse.ru:

      ☑ a photo/scan of a completed and signed application;
      ☑ a photo/scan of a notarized translation of your passport;
      ☑ a photo/scan of your temporary registration.

In the subject line of your e-mail, please state the following: «Issue of MIR scholarship card from HSE University, Year 1, 2020». A response will be sent with further instructions.

Students will be notified about the place, date and time for their card’s issue via their HSE University e-mail accounts.

8.   Apply for a Certificate of Attendance (if necessary)

A certificate, confirming that you have been admitted to HSE University under the degree programme Marketing: Digital Technology and Marketing Communications, shall be issued within five working days after an application is submitted.
