Exchange Programmes

 

If you are applying for an exchange programme, please fill this form to request an individual study plan. You need 4 courses to match the ones you choose in Russia. The courses you choose in your partner university should approved by your supervisor.


Our students have a number of opportunities for combining the studies at HSE with the studies abroad. Please be careful as you need to comply with the Regulation of Academic Mobility for the Students of Political Analysis and Public Policy Master’s Program. Our Program has a very positive experience with the following partners:

1. BOLOGNA UNIVERSITY (ITALY), ACADEMIC EXCHANGE PROGRAM

This exchange program is coordinated by the Public Policy Department, Faculty of Social Sciences. 4 quata places.

Exchange periods

- From the end of September till the mid/end of January

- From the mid of February till the end of June

 For Public Policy Program the recommended period of mobility is the Fall Semester of the second year of studies. Please pay attention: there are no stable deadlines for applications, each year they are changing.
Please follow the universal procedures of HSE  for applying to foreign universities exchange programs. You need to comply with the HSE requirements to such applications! 

Besides, you need to submit the  Learning Agreement Bologna ( LA Sample ), which must be approved by the Program (contact the Study Office for details).

Procedures

Selection Commission considers all applications and appoints interviews with all applicants. Then the decision about the nomination (of up to 6 nominees on average per semester) is made based on the documents provided and the results of interviews.

Evaluation of applications is carried out according to the following criteria:

- Selected courses at the University of Bologna 

- Motivation letters
- Letter of recommendation 

- Academic achievements + English Language Level 

Interview with Selection Committee

Under the agreement, HSE students coming to UniBo, are exempt from tuition fees, but other expenses (flight, food, accommodation) are the responsibility of students.

As an exchange student, you are obliged to choose a number of courses in UniBo. These courses should match your level of study (e.g. master level or bachelor level). If you want to use ECTS earned in UniBo for the needs of your HSE Program, the number of selected courses, the contact hours and ECTS/credits should correspond approximately to the courses of your Program (this information is provided in the Learning Agreement, which you need to approve with the Program administration in advance). Due to the heavy load (including large amounts of reading), it is recommended to choose not more than 4 courses per semester.

2. INTERNATIONAL UNIVERSITY COLLEGE OF TURIN (ITALY)

Applicants should be master students of HSE, preferably with a background in Economics, Sociology, Political Science and Law. UIC does not charge any tuition fee from exchange students; however, they are responsible for all travel and accommodation expenses.

Partner Program: MSc Comparative Law, Economics and Finance. Focus on law and economics.

3. ERMA - EUROPEAN REGIONAL MASTER IN HUMAN RIGHTS (UNIVERSITY OF SARAJEVO, BOSNIA & HERZEGOVINA + BOLOGNA UNIVERSITY, ITALY)

European consortium coordinated by the Universities of Sarajevo and Bologna provides a 14-month long Double Degree Program. This program can be combined with HSE Public Policy Program only if a student takes an academic leave. However, our Program had a positive experience, when our student got ERMA diploma in between of studies at HSE. Full scholarships are available for CIS citizens.

4. UNIVERSITY OF TURIN (ITALY)


This exchange program is coordinated by the Public Policy Department, Faculty of Social Sciences.  

In September 2019, Public Policy Department was glad to announce a new opportunity for academic mobility with University of Turin Department of Law for our students with financial support for the participants (up to 3000 euro) kindly offered by our partners at UniTo. 

For 2022. 4 quota places without financial support. 

The application documents include:

- Recommendation letter from your academic supervisor
- Academic achievements + English Language Level 

- Stamped approval of your current grades – contact the Study Office

5. SCIENCES PO LYON (FRANCE)

This exchange program is coordinated by the HSE SIMO-Student International Mobility Office

6. HSE STUDY ABROAD OPPORTUNITIES

In the framework of the HSE Academic Mobility program students have a unique opportunity to be selected to spend a semester or two in one of the partner universities (HSE and Faculty of Social Sciences). For the students of the MA Public Policy program there is a detailed guideline document that lists all the necessary steps to be taken in order to acquire official support from the Master’s Program. Since September 2019, Public Policy Department is glad to announce a new opportunity for academic mobility with University of Turin Department of Law for our students. We are opening a competition for academic mobility with financial support for the participants (up to 3000 euro) kindly offered by our partners at UniTo.
