Abstract

Science, technology and innovation (STI) policy is one of the key dimensions of government policies to promote sustainable socio-economic development. The course starts with basic definitions and continues with key theoretical concepts and an overview of the evolution of STI policy at global level. It reviews in detail international and Russian practices through studying various STI policy issues step-by-step: policy levels, actors and activities, priorities and tools, human resources and finance. Problem- and challenge-oriented issues are also being addressed, like research excellence, clusters, pay-for-performance incentives, and international cooperation.
