The authors focus on such subject as the efficiency of the purchase procedures. In the following article there has been analyzed the data of the purchases in just one big state-financed organization. This data included the information regarding approximately two thousand contracts of this organization covering the period from 2008 till 2010 on the total sum of more than 6,4 billion rubles. The analysis of the considerable data array of this organization which covers a long period of time allows to reveal certain tendencies such as reducing the prices while bidding or problems that appear at the stage of contracts fulfillment. At the same time this analysis helps to demonstrate the possibilities of the similar approaches while applying them to the data that is being collected (but currently almost not analyzed) by the state structures. |

The reduction of the volume of budgetary funds required to achieve a certain result is one of the factors that mark the efficiency of the budget expenses. To make this reduction rational in terms of state purchases, one must define, what are the factors that influence the price of the purchased goods. In this article the authors share the results of the research of purchasing simple catalogue goods for state needs (as an example there have been used diesel oil and sugar). The authors select the most significant regional factors that influence the price of goods including seasonality, the number of potential suppliers for one lot, the level of centralization of procurement system and the level of development of the final production of the required goods in the region. Basing on these studies, the authors have developed a few recommendations on how to increase the efficiency of the budget expenses for state procurements. |
