To make this reduction rational in terms of state purchases, one must define, what are the factors that influence the price of the purchased goods. In this article the authors share the results of the research of purchasing simple catalogue goods for state needs (as an example there have been used diesel oil and sugar). The authors select the most significant regional factors that influence the price of goods including seasonality, the number of potential suppliers for one lot, the level of centralization of procurement system and the level of development of the final production of the required goods in the region. Basing on these studies, the authors have developed a few recommendations on how to increase the efficiency of the budget expenses for state procurements.
