Emergency Care (Ambulance)

Only emergency medical assistance (acute illnesses, conditions, exacerbation of chronic life-threatening diseases) is provided free of charge to foreign nationals in the territory of the Russian Federation.

The ambulance service has an English speaking operator. After the first emergency treatment, it is necessary to continue the treatment under the VHI policy.

Documents required to enter and stay in the Russian Federation

 Medical Documents Required for Foreign Citizens for admission to HSE Dormitories and Level Amur Residential Complex , hotel "Sevastopol" and "Student Accommodation Center"

HSE University’s Internal Dormitory Regulations

  • Certificate in the form of Appendix № 8 to the TAC of the HSE student dormitory
  • Proof of preventive vaccination (including measles vaccination) issued by a medical institution - in any form with a translation into Russian
  • Copy of the medical report on compulsory medical examination of a foreign citizen  is provided in the dormitory/residential complex within 21 days from the date of admission, valid for 1 year
  • Medical policy (VHI, international/tourist policy covering the entire period of stay in the Russian Federation)
  • Certificate of vaccination against COVID-19 (desirable)
