IOE seminar on Current Research and Development in Education

On November 28 a seminar on Current Research and Development in Education will be held at HSE. The event is organised by the Institute of Education. Jaakko Kauko, Associate Professor at the University of Tampere, Vera Gorodski Centeno, Postdoctoral Research Fellow at the University of Tampere, Johanna Kallo, Postdoctoral researcher  at the University of Turku, and Galina Gurova, Researcher at the University of Tampere, will speak on changes in education quality assessment: a comparative study of Brazil, China and Russia.

Abstract:

In recent decades, the issue of education quality has enjoyed increasing interest of international organisations and national policy-makers. Evaluation and data collection is framed as the key to quality assurance in education, so evaluation activities are growing in number and importance. They currently include large-scale assessments of student achievement, performance evaluation of school personnel, various rankings, inspections, and many more. While these activities aim to inform policy-making and stimulate improvements in teaching, international research shows that they produce controversial effects, and in some cases may undermine quality.

Drawing on the final report of a four-year international research project, the presenters will examine how the international agenda on quality and its evaluation has changed national policies, and how this affected the basic conditions in which school education functions in Brazil, China, and Russia. Themes for the presentation and discussion:
- Participation of Brazil, China, and Russia in international large-scale international assessments: reasons to participate and changes produced
- Reforms of Chinese education in the context of global trends in quality assurance and evaluation
- Reactions of schools in Russia to the changes in quality evaluation policy.

Research material of the project is documentary material, interviews (N=200) and observations. Documentary and interview material were collected from international organizations, and national, subnational, and municipal level actors. The observations ranged from few days to weeks and took place at the subnational or municipal level in schools, public events, and governance meetings.
