AHELO: In Order to Be Precise in Evaluations
From November 23rd – 29th 2011, a training programme for national managers on the Assessment of Higher Education Learning Outcomes (AHELO) project took place at the Organization for Economic Co-operation and Development (OECD) headquarters in Paris. The HSE is one of the coordinating universities for this project and representatives from our university attended this event.
The training programme involved many practical issues related to the preparation of a large-scale study of undergraduate quality of education in 16 countries – participants of the AHELO project, including Russia, which will take place in spring 2012.
The training also considered some problems connected with the selection of study participants, evaluation of open-choice and fixed-choice questions for the future study and working with the online platform for the questionnaire which will provide data for the evaluation of education quality.
Together with Belgium (Flanders), Italy, the Netherlands, Mexico, Egypt and Slovakia, Russia is participating in the section of the AHELO project related to evaluating students’ competencies in economics as part of the current feasibility study. Russian participation in this part of the project is being coordinated by the Higher School of Economics. As of today, 20 Russian higher education institutions have joined the project.
It is also expected that in the near future the RF Ministry of Education and Science will officially confirm Russia’s accession to the section of the AHELO project related to evaluating students’ competencies in engineering sciences. It has been preliminarily agreed that participation of Russian universities in this part of the AHELO project will be coordinated by the Ural Federal University.
Representatives of the coordinating universities took part in the international training on the AHELO project, including Tatiana Meshkova, Rector’s Assistant at the HSE and Director of the Institute for Statistical Studies and Economics of Knowledge Information and Coordination Center for Cooperation with OECD, Elena Sabelnikova, Intern Researcher at the HSE Institute for Educational Studies, Oleg Rebrin, Director of the Ural Federal University (UFU) Higher Engineering School and Irina Sholina, Project Head at the UFU Higher Engineering School.
At the meeting of the group of national experts (GNE) on the AHELO project which took place on November 28th and 29th at the OECD headquarters, the Russian delegation was joined by Kirill Bukin, Deputy Dean for Research and International Relations at the HSE Faculty of Economics.Participants discussed the interim results and growth potential, including the opportunities for future implementation of the project as a periodical monitoring study (every 3 or 5 years), similar to the implementation of the Programme for International Student Assessment (PISA), as well as the opportunity for further expansion of the list of member countries as a result of growing international interest in the project.
On May 20, the Days of the International Academy of Education commenced at the Higher School of Economics in Moscow. Experts from all over the world engaged in identifying global education policy trends will hold a series of meetings, master classes, seminars and open lectures. They will share their experience with Russian researchers, instructors and education policy makers over the course of three days.
The more a student engages with various activities on campus, the higher their odds of success post-graduation. According to a study by HSE researchers, not only academic but also research and social engagement, such as participation in student organisations and events, can be linked to the development of critical thinking skills which are essential for general wellbeing as well as career advancement.
The first meeting of IOE Expert Committee, which includes six international experts in education from five countries alongside three Russian experts, was held on October 19-20. The Committee gave an independent assessment of the Institute's activity and recommendations for finalizing its development strategy until 2024.
High school students’ membership in certain social media groups can be used to predict their academic performance, as demonstrated by Ivan Smirnov in his research. The analysis of school students’ membership in groups and communities was used to detect low-performing and high-performing students.
Researchers from the HSE Institute of Education surveyed teachers in vocational secondary schools in the Moscow Region, and compared the new advantages and disadvantages brought by the new conditions in their lives.
The report entitled ‘Twelve Solutions for New Education’, prepared by the Higher School of Economics and the Centre for Strategic Development, was presented at the XIX April International Academic Conference. Professors Martin Carnoy and Tomasso Agasisti, international experts on education and conference guests, have shared their views on the issues and initiatives highlighted in the report.
Mikhail Blinkin is one of Russia’s leading experts in urbanism, city planning, and urban transport. He has headed the HSE Institute for Transport Economics and Transport Policy Studies since 2011 and has been HSE Tenured Professor since 2013. In 2017, Mikhail Blinkin was the recipient of an HSE Honour Award 1st Class, as well as the Golden HSE award for Best Expert.
On November 27, the HSE Academic Council held an awards ceremony dedicated to the university’s 25th anniversary. The meeting saw the participation of representatives of the Russian President, members of government, and members of the Russian Federal Assembly. Governmental awards were given to a number of HSE employees for their tremendous accomplishments.
