‘Russia and Vietnam Have Traditionally Good Relations’
In mid-March, 2023, an HSE University delegation led by Vice Rector Victoria Panova visited Vietnam. During the trip, bilateral meetings were held with the Vietnam Ministry of Education and Training. HSE University representatives visited the country's leading universities and schools, as well as the Vietnam-Russia Tropical Centre, a research and technology organisation that facilitates international Russian–Vietnamese cooperation.

‘Russia and Vietnam have traditionally good relations, and the long-term experience of productive cooperation has laid a solid foundation for the development of multilateral relations. Today, Vietnam is one of HSE University’s key partners in Southeast Asia. HSE University already cooperates with five leading universities in the country and has a positive experience of organising academic mobility programmes with them. In addition, more than 90 Vietnamese citizens currently study at HSE University.’
Speaking about the prospects for developing cooperation, Victoria Panova added: ‘The developing relations will be based on academic mobility, exchanging teaching and research experience, launching joint degree programmes, and getting involved in projects within the framework of ASEAN, BRICS, SCO, CIS and EUS. Our Vietnamese colleagues have also requested that we open an HSE representative office in Vietnam, and we are open to cooperation taking into account the mutual interest of the parties.’
At a meeting with the Vietnam Ministry of Education and Training, Deputy Minister Nguyen Van Phuc and his colleagues expressed their interest in developing academic cooperation between Russia and Vietnam, and also noted the high level of training of HSE students. The parties discussed prospects for expanding study opportunities for Vietnamese students at HSE University, the launch of advanced training courses for ministry employees, and other working issues.
Meetings with representatives of the country's leading universities, including Vietnam National University and the National Economics University, were also productive. During the talks, the parties discussed the results of joint work in the field of academic exchanges, and also expressed interest in expanding cooperation. Following the meetings, the participants plan to sign several cooperation agreements. The representatives of Vietnamese universities also received invitations to the Yasin Conference and the annual HSE Partners’ Week, which will be held in June 2023.
The HSE delegation visited the joint Vietnam-Russia Tropical Centre, a branch of the Severtsov Institute of Ecology and Evolution (RAS). The centre was established and operates on the basis of an intergovernmental agreement between the USSR and the Socialist Republic of Vietnam dated March 7, 1987. The organisation is engaged in research in the field of biotechnology, ecology, molecular systems, computational and statistical genomics, computational chemistry and health policy. Russian language is also taught at the centre.
Victoria Panova noted the high potential of HSE master's programmes in natural sciences for Vietnamese specialists. Following the talks, the parties also expressed their readiness to develop cooperation in the field of joint research and teaching of the Russian language, organising internships for HSE staff and doctoral students.

‘HSE Prep Year Programme Is an Amazing Investment in Your Future’
On July 3, 2024, the International Preparatory Year programme held its graduation ceremony. This academic year, 215 students (150 on state-funded and 65 on fee-paying places) from over 50 countries were enrolled in the programme. Graduates from Nigeria, Sudan, and Vietnam shared their impressions with the HSE News Service. HSE University Takes School Students from Vietnam on Pokrovka Campus Tour
The HSE International Admissions Office organised a guided tour of HSE University's campus on Pokrovsky Bulvar in Moscow for visitors from Vietnam who are studying Russian—a group of 20 students at Thai Nguyen High School for the Gifted and Foreign Language Specialised School, Vietnam National University, participants of the 'Russian Teacher Abroad' international project.
HSE University and Vietnam National University Sign Cooperation Agreement
On June 20, 2024, the parties exchanged copies of the agreement as part of the state visit of Russian President Vladimir Putin to Vietnam. The ceremony was held in the presence of the leaders of the two countries at the Presidential Palace in Hanoi. Head of the HSE delegation, Vice Rector Victoria Panova, and VNU Rector Le Quan also participated in the event. In addition, HSE University representatives signed a memorandum of understanding and an addendum with the Institute of Mathematics of the Vietnam Academy of Science and Technology.
Delegation from Vietnamese Universities Visits HSE University
In April 2024 Deputy Minister of Education and Training of the Socialist Republic of Vietnam Hoang Minh Son and a delegation from top Vietnamese universities visited the HSE Pokrovka campus. The parties discussed prospects for the development of bilateral relations in higher education and identified priority areas for continued partnership.

Thu Trang Pham is a 23-year old HSE University student from Vietnam. She is currently in her fourth year of studies at theFaculty of World Economy and International Relations. Admission to Russia's first Master of Computer Vision online programme at HSE University has been extended until 20th September. The programme will be delivered entirely in English and has been developed by HSE researchers and leading experts from Huawei, Itseez3D, Intel, Harman, and Xperience.ai, who are all involved in cutting-edge research in the field of computer vision.
Returning Home to Study Business and Management at HSE
For Hoang Thanh Tung, who recently earned his bachelor’s degree at the Institute of International Languages - Vietnam National University, the decision to pursue a Master’s degree in the Faculty of Business and Management at HSE is in some ways a homecoming. Although coming most recently from Hanoi, Vietnam, he was born in Russia and spent much of his time growing up in the country, living with his parents in both Moscow and Ufa.
HSE Olympiads Come to Vietnam
