HSE University to Develop Cooperation with Organisations in Armenia
A delegation from the embassy of Armenia has visited HSE University. Vice Rector Victoria Panova and Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the Russian Federation Vagharshak Harutyunyan discussed prospects for cooperation in education and science.
Victoria Panova told the guest of honour about HSE University’s history and development goals. She highlighted that it is a leading multidisciplinary university and that cooperation with Armenian colleagues presents an opportunity to train staff in a wide range of fields important to the economies of both countries. This is true not only of bachelor’s, master’s and doctoral programmes, but to supplementary education, including professional development programmes for teachers and civil servants.
HSE University currently has cooperation agreements with Yerevan State University, the Russian-Armenian University, Brusov State University and the Armenian State University of Economics (ASUE). The Amberd research centre at ASUE regularly participates in the preparation of flagship HSE University reports on trade policy in EAEU countries.
The key area of cooperation discussed by the parties was the creation of joint educational programmes with Armenian universities. In addition, HSE University is prepared to increase the number of Armenian students on its educational programmes and develop short-term academic mobility programmes and research, including in the field of Armenian studies. Victoria Panova also spoke about learning opportunities under the quota scheme, as well as the university’s grants and scholarships for talented students.
Vagharshak Harutyunyan thanked his colleagues for the invitation to HSE University. ‘It is very nice to be here at such a prestigious educational institution. HSE University is significant due to its proximity to current economic realities,’ he said.
The ambassador noted that Russia is a main economic and trade partner of Armenia and stressed the historical closeness between the two countries. These close ties are evident in the sizeable Armenian diaspora of almost three million people. However, he believes that there is currently huge potential for cooperation in education. That is why at the current stage, it is necessary to develop approaches and proposals, identify priority areas, and work together to prepare a road map for cooperation.
Vagharshak Harutyunyan noted that cooperation between Russia and Armenia is aided by the lack of a language barrier—Russian is taught in all Armenian schools from the second to the twelfth grade, although there is need for improvement in teaching quality. ‘We believe that retraining teachers of Russian language in Russia is the most direct method for improving quality,’ he said.
Victoria Panova proposed organising such retraining for Armenian colleagues at HSE University, and suggested examining the possibility of implementing joint programmes. Another promising area of cooperation is the creation of HSE University lyceum classes in Armenian schools.
The ambassador noted that the topic of providing high-quality education is relevant not only to Russian-language teaching, but also to the development of the education system in general. This is another area with potential for cooperation with HSE University experts.
The participants of the meeting also noted the need for joint work to create a unified educational and humanitarian space among EAEU countries.
At the end of the meeting, the parties exchanged gifts. Victoria Panova extended an invitation from the rector to attend the upcoming events in honour of the 30th anniversary of the founding of HSE University.

HSE to Open Department of Geography and Geoinformatics Technology
The department is being created in collaboration with the Institute of Geography at the Russian Academy of Sciences (RAS) and will focus on problems of geoinformatics, climate change and socio-economic development. The department’s first educational programme in geography at HSE may open in 2020.
