Dean of HSE Faculty of Law Appointed to High Qualification Board of Judges of Russian Federation

At the 543rd plenary meeting held by the Federation Council of the Federal Assembly of the Russian Federation, Vadim Vinogradov, Doctor of Law, Dean of the HSE Faculty of Law, Professor of the HSE School of Public Law, was appointed a member of the High Qualification Board of Judges of the Russian Federation.

Prof. Vinogradov was presented by Senator Andrei Klishas. Before the meeting, the candidacy of Vadim Vinogradov was considered and approved at a meeting of the Federation Council Committee on Constitutional Legislation and State Building.

Commenting on the appointment, Prof. Vinogradov said, ‘I am grateful to the senators for their trust in me. The activities of the Higher Qualification Commission of Judges are related to the field of my professional interests, and the systemic approach of a legal scholar appears to be useful here.’

Vadim Vinogradov is an expert in legal analysis and law-making who headed major projects for many years, including the study of the electoral system, public monitoring during elections, and the development of certain provisions of federal laws in the field of electoral law.

He was also a member of the Public Headquarters at the Public Chamber of Moscow, where he provided legal advice and expert monitoring of Russian presidential elections, Moscow mayoral elections, and elections of deputies in the Moscow City Duma.

He graduated with honours from the Faculty of Law at Lomonosov Moscow State University and defended his doctoral dissertation on the topic ‘Constitutional and Legal Responsibility: Systemic Study.’

In 1998, Vadim Vinogradov began working at HSE University as a senior lecturer. In June 2020, he was appointed Dean of HSE University’s Faculty of Law and headed the School of Public Law. He is a member of the Academic Council of HSE University.

The High Qualification Board of Judges of the Russian Federation is a body of the judiciary system that selects candidates for judicial positions, and also controls the process of suspension or termination of judges’ powers. In addition, the board has the right to confer state awards and titles on honoured judges.
