HSE University and the Government of Perm Krai Expand the Development of Creative Industries
HSE University and the Government of Perm Krai have signed a strategic partnership agreement. The document, signed by HSE University President Nikita Anisimov and Perm Krai Governor Dmitry Makhonin, defines new areas of collaboration in the creative economy, education, and human resources in Primakamye.
The parties agreed to integrate the expert, organisational, and infrastructural resources of the university and the region. The HSE Centre of Competence for the Development of Creative Industries and the Perm Krai Centre for Creative Industries will bring together entrepreneurs, teachers, students, and relevant specialists to establish an environment for generating and implementing new projects. In particular, prototyping laboratories, photo studios, lecture halls, and an open exhibition space will be arranged at the Iceberg Modern centre.
The agreement creates more opportunities for HSE students by providing access to internships and project work in creative organisations, cultural institutions, and technology companies across Perm Krai. In addition, plans include joint research and scientific events dedicated to the creative economy, urban development, cultural policy, and digitalisation.
One of the top priorities for future cooperation is the development of higher and continuing education programmes in the field of creative industries, aimed at training specialists capable of responding to the challenges of the modern market.
According to Governor Dmitry Makhonin, the establishment of the Centre for Creative Industries is among the priority projects of the region’s Socio-Economic Development Strategy until 2035. ‘Project implementation is already underway—the legal documents on building usage have been signed. I thank Nikita Anisimov and his team for their help and support. The emergence of the centre will make the region even more appealing to creative young people. We are building the conditions for talent to flourish—for individuals to showcase their skills, pursue their ideas, and find success in Perm Krai,’ said the head of the region.
HSE University President Nikita Anisimov stressed that cooperation between HSE and Perm Krai has reached an entirely new level. ‘This joint project will make it possible to organise the training of in-demand specialists. Young people from Prikamye and other regions will have an opportunity to stay here and pursue their professional trajectory. And this is one of the key tasks of our university—to support the regions in their fast-paced development.’
The signing of the agreement between HSE University and the Government of Perm Krai marks a new stage of systematic work, in which academic expertise is combined with industry objectives and student initiatives are successfully implemented. Creative industries are becoming a driver of economic growth, and Perm Krai is a territory where ideas find resources, talents receive support, and projects enter the market. This model is based on long-term, human-centred development that is shaping a new image of the regional economy.

Scientists Train Neural Network to Generate Process Plans from 3D Models
Researchers at the HSE FCS AI and Digital Science Institute have developed CAD2TechSpec, a framework that converts 3D models of mechanical parts into machining process plans—step-by-step instructions for machine tools. The solution aims to reduce the time required for the design and preparation of technical process documentation in mechanical engineering, aircraft manufacturing, and other high-tech industries. The study findings have been published in PeerJ Computer Science.
Biologists Discover 'Molecular Fingerprint' of Preeclampsia
Researchers at HSE University employed a new method to model hypoxia in placental cells during pregnancies complicated by preeclampsia and identified molecular markers of tissue hypoxia. Since hypoxia is one of the key mechanisms underlying preeclampsia, these findings are important for a more accurate and timely diagnosis of the disease and for the development of effective treatment methods. The paper has been published in Placenta.
Laboratory of Future Networks: HSE Telecommunications Research Institute Develops 5G/6G Research Testbed
The 5G/6G testbed at the HSE Telecommunications Research Institute is becoming a research platform, an educational laboratory, and a foundation for developing new software components for future networks. It makes it possible not only to observe how a mobile network operates, but also to change its operating conditions and measure the results: data-transmission speed, latency, errors, radio-resource utilisation, and other parameters. Based on the testbed, researchers plan to develop MIMO, O-RAN, xApp, and IAB technologies, as well as experiment with artificial intelligence.
