New Issue of HERB Now Available Online
Higher Education in Russia and Beyond (HERB) team presents the 8th issue of a journal aimed at bringing current Russian, Central Asian and Eastern European educational trends to the attention of the international research community. This issue covers the transformation of higher education in former Soviet republics.
This issue’s particular focus is the change in the institutional landscape of post-Soviet countries with regard to national trends in higher education expansion. The issue comes alongside the final stage of the international project Higher Education System Dynamics and Institutional Diversity in Post-Soviet Countries, coordinated by HSE Institute of Education. The papers of this issue include empirical findings of the project related to the following countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Armenia, Azerbaijan, Georgia, Belarus, Moldova, Russia, Estonia and Latvia.
The countries of the former Soviet Union share a common past. However, they have taken very different paths since 1991 and followed diverse models of higher education expansion. Unequal starting conditions and unique socio-economic, cultural and political contexts have all shaped the development of higher education in various ways: from rapid massification to de-massification. The changes in participation rates are certainly reflected in the number and types of higher education institutions. The papers of this issue review these changes in the higher education landscape, including the transformation of traditional Soviet institutions and the establishment of new ones (e.g., private, newly formed legal entities, international or foreign universities, etc.). Other structural reforms have also contributed to the development of the landscape: for instance, new accreditation systems and selection of leading universities. This issue aims to reflect on the results of the changes and shed light on the various national trajectories of higher education development in post-Soviet countries. The authors describe the specifics of the effects of national reforms and state policies on higher education. They also consider the environment of higher education systemic fluctuations: e.g., labor market transformations, demographic trends, economic and political agenda.

The New RSCI List Now Includes 887 Journals
The Russian Science Citation Index (RSCI) quality assessment and journal selection working group based on Web of Science has completed its updates to the RSCI list. The group particularly considered journals that submitted 219 initiative applications last year. The updated list includes 87 new journals, with 2 journals having been excluded.
Educational Studies Journal Enters Scopus Q1
Educational Studies, an academic journal founded by HSE University in 2004, has become the first Russian journal to enter the first quartile in Education in Scopus. This success relies on high requirements and thorough selection of publications, when the editorial board tries to select not just good papers, but particularly innovative studies.
Doctoral Education Discussed in Higher Education and Beyond Journal
The latest issue of Higher Education and Beyond, a quarterly informational journal published by HSE University, looks at how doctoral education has changed over the past few years in different countries, what reforms have been implemented and what effects they have had, what the historical roots of the current state of doctoral education are and how doctoral studies have evolved. Educational Studies Moscow Journal Strengthens Its International Standing
Educational Studies Moscow journal, which is published by HSE University, is now included in the second quartile (Q2) of the Scopus international scientometric database. This reflects the high level of citation and demand for the journal within the academic community, thus confirming its status as the best Russian publication in the field of education.
New RSCI List Includes 792 Journals
The Russian Science Citation Index (RSCI) has released a new journal list on the Web of Science Platform. The list was prepared by a group of experts at the Index who assessed the journals in terms of their quality and academic integrity.

HERB is a quarterly informational journal published by HSE University since 2014 in cooperation with Boston College Center of International Higher Education. The current issue explores the issue of academic inbreeding.

The new list has been compiled by a working group on quality assessment and selection of journals in RSCI on the Web of Science platform. The list is available on the HSE website.
Moscow Mathematical Journal Named Most Influential Russian Journal in Mathematics of 2017
The recipients of the annual Web of Science Awards are the most influential scientists, scientific organizations and publications of the year. The Moscow Mathematical Journal has made it into the top quartile in the subject area of mathematics and was announced by jury members to be the most influential Russian scientific journal of 2017.
