Although many studies point to highly negative trends in returns to education in Russia, the situation actually appears to be stable and without any signs of overinvestment in human capital. This is the conclusion of Rostislav Kapeliushnikov, Deputy Director of the HSE Centre for Labour Market Studies and Member of the Russian Academy of Sciences. Preprint publication: “The post-shock growth of the Russian economy. The experience of the 1998 and 2008 crises and a look into the future”

The work was published in the WP3 series "Labor market issues" and studies the global recession caused by the COVID-19 pandemic. Estimates suggest Russian GDP in 2020 will fall by 2–8%, meaning the current crisis may be more severe than the crises of 1998 and 2008. In the coming years, the Russian economy will have to recover and enter a new long-term growth trajectory. What sources and sectors can make this happen?

2nd IZA/HSE Workshop: Ten Years after the Financial Crisis - Labor Market Adjustment in Emerging and Post-Transition Economies was held in Moscow 11-12th October. Participants presented the results of studies dedicated to the analysis of labor market issues in post-transition and emerging economies. A special focus was on the process of labor market adjustment in the aftermath of the Great Recession and its consequences.

Demographic decline to support labour market

The labour market in Russia differs from that in other countries. The Russian labour market does not react to decline and crisis with growing unemployment, and the market recuperates quickly.
