Government open data became part of national policy in Russian Federation starting from President's Order from May 7, 2012 "On Main Directions of Improving Governance". For the past 1,5 years solid work was done on federal level of governance. A lot of public, governmental and local projects on open data were established, sufficient legal framework regulating open data was designed,
This report describes the current situation with open data in Russia. It summarizes results and key challenges arising through the process of open data implementation in practice.

The Citizen and the State in the Digital Environment of the Future
The "Creating the Future" symposium was held at the National Center "Russia". During the event, participants discussed the development of digital services, the public's perception of the global digitalization process, and the prospects for cooperation between the government and society in this field. Round table "Development of Data-Centric Management in Russia"
The International Laboratory for Digital Transformation in Public Administration of the Higher School of Economics held a round table "Development of Data-Centric Management in Russia". Within the framework of the event, reports were presented designed to reflect views on data-centric public administration from the academic environment, the public sector and business. In addition, the presentation of the collective monograph of the International Laboratory "Data–centric public administration: concept, risks, barriers" took place.
The conference "Digital Petersburg – 2035"
Evgeny Styrin, the Head of the HSE University International Laboratory for Digital Transformation in Public Administration, participated in the conference "Digital Petersburg - 2035", which was held on the eve of the International ICT Forum "IT Dialogue". Within the framework of the conference, expert sessions were held, where possible sections and the basis for the Strategy of St. Petersburg City until 2035 were discussed.

The HSE University International Laboratory for Digital Transformation in Public Administration organized an international online conference titled "Digital Governance and Public Administration: Interdisciplinary Insights from Research". Evgeny Styrin, Head of the International Laboratory for Digital Transformation in Public Administration at the HSE University attended the International Forum held in Wuhan, Hubei, China, at Huazhong University of Science and Technology in late July.

Interdisciplinary Summer School of Digital Transformation in Public Administration
From July 2 to July 3, 2024, the International Laboratory for Digital Transformation in Public Administration for the first time held a summer school for the training and development of specialists in the field of public administration in the context of digital transformation at the Training Center for Leadership Training (Kochubey Center) Higher School of Economics – St. Petersburg. The summer school was devoted to interdisciplinary aspects of studying the problems of digital transformation in public administration. The selected students successfully completed the classes and received certificates.

The International Laboratory for Digital Transformation in Public Administration organized round table “New directions in the study of digital transformation in governance” in 26 June 2024. The Academic Supervisor of the International Laboratory of Digital Transformation in Public Administration, Professor Eran Vigoda-Gadot and the Head of the International Laboratory of Digital Transformation in Public Administration, Associate Professor, PhD Evgeny Styrin acted as moderators. The round table brought together 20 experts from Russia, Israel, Brazil and the USA.

The First Meeting of the BRICS Network of Scientific Research institutes of labor
Dr. Evgeny Styrin took part in The First Meeting of the BRICS Network of Scientific Research institutes of labor organized by All-Russian Scientific Research Institute of Labor of the Ministry of Labor and Social Protection of the Russian Federation. The meeting brought together researchers and practitioners from BRICS countries studying the employment issues by means of digital platforms and other means of distant work.

Within the framework of the report, the phenomenon of digital trust of citizens in the state when using and interacting with digital solutions had special attention.

The article was published in HSE’s “Public Administration Issues” journal which includes two employees of the International Laboratory for Digital Transformation in Public Administration – Ilya Stepanov and Ivan Makarov – among its co-authors. The article examines the studies that were presented in October 2022 on The Fifth International Symposium on Development and Governance in the BRICS.
Results of HSE University’s Mirror Laboratories Contest Announced
This year, HSE University held the Mirror Laboratories project contest for the fourth time. A total of 19 applications were submitted to the contest from 16 HSE University research departments partnered with 16 organisations from 14 Russian regions. Following the contest results, 10 research projects received support.
International conference Internet and Modern Society IMS-2023
In the conference employees of the International Laboratory of Digital Transformation in Public Administration of the Higher School of Economics E.M. Styrin, A.G. Sanina, Ya.A. Rybushkina took part with a report. Also, E.M. Styrin held the international part of the seminar "E-Governance 2023". At the event, issues of algorithmic management, citizens' readiness to use digital services, electronic participation, and therole of social networks in digital public administration were discussed.

On December 15 2022, HSE Center for African Studies in partnership with the company Innopraktika held the round table « Russia-Africa: Digital Transformation of Public Administration » and presented there the concept of the e-Governance Knowledge Sharing Hub for Africa. The experts discussed suggestions regarding the contents of the e-Governance Knowledge Sharing Programme and presented reports on the prospects of cooperation with African countries in the digital markets.
HSE University Hosts ‘Public Sector Development and Data-driven Government’ Conference
