«Pandemic Diplomacy: China’s Role in Central Asia in the Era of Covid-19» –Miras Zhiyenbayev for the Oxus Society for Central Asian Affairs.

Miras Zhiyenbayev, CCEIS Fellow, wrote an article on aspects of Chinese pandemic diplomacy and competition between Russia and China for influence in Central Asia for the Oxus Society for Central Asian Affairs. Key ideas:
- The global pandemic has exacerbated the economic and political problems of the Central Asia states. The situation in Central Asia provides opportunities for both China and Russia to consolidate their influence over the foreign and domestic policies of Central Asian countries.
- The economic strength of China provides the opportunity for China to use investments of private Chinese firms to establish cooperation with Central Asian governments through international organizations such as the SCO.
- Another opportunity afforded to China is the shift towards internal aspects of the national security caused by the pandemic. Some Central Asian governments are interested in Chinese surveillance technologies. The CA countries will have to continue to buy from China, without the ability to control their own technologies and develop their own rules.
- While the prospects of the economic dependence of CA countries from China are becoming ever more real, the existing cultural tensions will be the source of social instability. Russia still exerts huge amount of “soft power”, which allows to Russian government to use media to denigrate China’s activities in the region.

P. Pizzolo's book presentation “Eurasianism. An Ideology for the Multipolar World”

On the 18th of November, the CCEIS held the presentation of the book “Eurasianism. An Ideology for the Multipolar World” by Dr. Paolo Pizzolo, Post-Doctoral Research Fellow at the CCEIS, HSE University. In his presentation, Dr. Pizzolo examined the doctrine of Eurasianism from a geopolitical, strategic, and philosophical point of view and presented to the audience a historical digression into the history of this idea. He also described in detail an international order based on the principles of multipolarity and alterglobalism, to which the concept of Eurasianism could lead.

CCEIS employees authored Valdai Discussion Club Report

Valdai Discussion Club published "The Iron Frame of Eurasia: Achievements, Problems and Prospects of Continental Connectivity" report, dedicated to the current situation and prospects for the development of logistics and trade ties located both within the Central Asian region and beyond.

"Knowledge Brokers": What Eurasia Needs" - article by Miras Zhiyenbayev for "Russia in Global Affairs" (12.08.2021)

Miras Zhiyenbayev's article "Knowledge Brokers: What Eurasia Needs"is published in a new special issue of the "Russia in Global Affairs" journal. The issue is based on the results of the project "Management of International Crisis in Conditions of Global Uncertainty" of the Council on Foreign and Defense Policy together with the Higher School of Economics and the Center for Liberal Strategies (Bulgaria), with the support of the profile committees of the Russian State Duma and the Federation Council, as well as the Russian Ministry of Foreign Affairs with the use of the grant of the Russian President for civil society development, provided by the Presidential Grants Foundation.

Miras Zhiyenbayev and Julia Belous on Uzbekistan’s possible accession to the EAEU in “Russia in Global Affairs”

Miras Zhiyenbayev and Julia Belous, published an article “Gain not to lose: Uzbekistan on the threshold of the EAEU” in “Russia in Global Affairs”.
Key ideas:
- Involvement of a new state into the integration processes can become an excuse for the EAEU’s slowdown, allow it to acquit the inability to build common markets with the accession of a new member-state, the subsequent periods of stagnation, or even rollback.
- Enlargement, following the European Union example, can contribute to the resolution of conceptual issues of further EAEU’s development.
- The involvement of a new participant means for the EAEU, on the one hand, the need for ultra-precise manual reconfiguration and possible revision of existing agreements due to the inclusion of a sizeable Eurasian economy. On the other hand, the Union recognizes the significance of the current reality and the impossibility of the final formation of single markets in such a limited time due to the need to adapt to reality with new project participants.
- Uzbekistan will solve a significant number of long-lasting internal development problems. The current EAEU members will gain no less significant benefits from Uzbekistan’s possible accession to the Union. 

CCEIS staff participated in the online round table and the HSE analytical report

On May 29, 2020, the Higher School of Economics in cooperation with the Integration club under the Chairman of the Federation Council of the Federal Assembly of the Russian Federation held an online roundtable discussion “Searching for a new multipolarity architecture: international cooperation of the EAEU”. The event is included in the official distributed programme of the XXI April International Academic Conference on Economic and Social Development. During the round table, an expert report was presented, in which the staff of the Center for Comprehensive European and International Studies, Higher School of Economics took part: T. Bordachev, A.B.
