Housing Construction in Russia

This article analyzes the characteristic features of the market for housing construction in Russia. It reviews the main factors influencing this market and studies the motivations of its main participants (including those that participate in local markets). It also assesses the efficiency of government regulation. The authors conclude that this sector (housing construction) has serious deficiencies and its regulation is inefficient. With respect to its established characteristics, the market for housing construction meets neither the requirements of a modern economy nor the needs of Russian society.

Professional Background

Nadezhda B. Kosareva has served as President of the Institute for Urban Economics since its foundation in 1995. Previously, she worked as a researcher at the Institute for National Economic Forecasting of the Russian Academy of Sciences. Kosareva is a professional expert in housing policy, housing finance, real estate market development, local governance, and urban socio-economic development.

Kosareva participated in drafting a considerable number of legislative and other regulatory documents on housing policy, the development of the real estate market, and local governance; these documents include the Housing Code, Town Planning Code, and Land Code of the Russian Federation.

Kosareva is a member of the Presidential Council for Implementation of Priority National Projects and Demographic Policy; the Expert Council under the Government of the Russian Federation; the Collegiate Board under the Russian Federation's Ministry for Regional Development; the Public Council under the Federal Service of State Registration, Cadastre, and Cartography (“Rosreestr”); the Coordinating Council for Encouraging Housing Construction Development under the Federal Agency for Construction and Housing  and Communal Services; and the Expert Council of the Federal Agency for Construction and Housing and Communal Services.

Kosareva is a Professor and Academic Supervisor of the Higher School of Urban Studies under the National Research University Higher School of Economics. She has authored numerous publications on various aspects of housing sector reform in Russia.
