HSE Outranks Russian Universities in 10 QS Subject Rankings
This year, HSE University has entered four additional QS World University Rankings by Subject, thereby bringing its grand total of represented broad and specific subject areas to 23. HSE ranks in 19 of the 38 subject rankings that include Russian universities, as well as in four of the ranking’s five broad subject areas. HSE is among the world’s top 100 universities in five subjects, including History and Social Policy & Administration, where it has entered the rankings for the first time.

Practical Aspects of Cooperation with OECD
IPAG Director Andrey Klimenko spoke at the Russian Ministry of Economic Development training workshop called “Practical Aspects of Cooperation with OECD”. The objective of the workshop was to familiarise the heads of federal executive agencies and their divisions with the work of the OECD, OECD standards and recommendations in a number of spheres of public administration and regulation, and the tasks facing the Russian Federation as a state acceding to the OECD.

On 7 October, staff from the Institute of Public Administration and Municipal Management (A. Klimenko, N. Klishch and I. Stepanov) and from the Institute for Statistical Studies and Economics of Knowledge (M. Goland) took part in the workshop “Strategic Directions in Socio-economic Development of Lipetsk Region. New Approaches and Mechanisms to Determine Points of Economic Growth”.
The Fourth Moscow Urban Forum
IPAMM Director Andrey Klimenko took part in the Fourth Moscow Urban Forum. The session entitled “Urban development management: successful cooperation of municipal and regional administrations” discussed the development and best practices in urban development as an element of regional administration. Among other things, consideration was given for approaches to approving strategic documents, programmes and policies of municipal and regional levels, methods for accounting the opinions of civilians when justifying development priorities and forms of civilian involvement in deciding urban problems.

The new makeup of the Expert Council to the Russian government has been confirmed. It includes 366 members, 23 of whom are HSE staff.
New Discussion of Strategy for St Petersburg Up To 2030
IPAMM Director Andrey Klimenko presented a speech at the meeting of the Economic Council at the offices of the Governor or St Petersburg, held at the Smolny on 9 July. The meeting was dedicated to a discussion of economic policy steps, called upon to ensure the achievement of goals of the recently approved Strategy of Socio-Economic Development of St Petersburg up to 2030.

On 1-4 April Moscow hosts the XV April International Scientific Conference, related to development of the economy and society, held by the National Research University - Higher School of Economics with involvement of the World Bank and the International Monetary Fund.
The programme of the plenary meetings of the conference includes reports by senior figures in the Russian Federation Government and Administration of the President of the Russian Federation, representatives of the World Bank, the International Monetary Fund, the Organisation for Economic Cooperation and Development and directors of major Russian and foreign companies.

"Russian Business Week" in Moscow
From 17 to 21 March 2014, the Russian Union of Industrialists and Entrepreneurs (RUIE) is holding its annual Russian Business Week (RBW), a key event that discusses and presents proposals on topical areas of possible collaboration between the state and business.
On the first day of the event, Andrey Klimenko, Director of the Institute for Public Administration and Municipal Management of NRU HSE, appeared as a moderator at the session titled "Industrial Safety: the Role of Business and State in Reducing the Risks". Participants of the discussion noted the need to achieve safety objectives by rationalising the work of the corresponding control and supervisory agencies, allowing likewise for the need to reduce business costs

HSE experts endeavoured to answer this question at the round table discussion "Improving mechanisms for implementing regional strategies, allowing for the requirements of the draft law on strategic planning", held on 11 February.

Discussing the development prospects of control and supervision activity
The Control and Supervision Committee of the Russian Union of Industrialists and Entrepreneurs has held an international conference, devoted to discussion of topical issues related to development of control and supervision activity. A report was presented at the conference by the Committee of the Russian Union of Industrialists and Entrepreneurs, the Russian Ministry of Economic Development and the Higher School of Economics, named Control and Supervision Activity in Russia - 2012, together with a concept, devised by the Russian Ministry of Economic Development, for enhancing effectiveness of the control and supervision activity of government agencies and local authorities for 2014 - 2018. President of the RUIE Alexander Shokhin welcomed the participants with an opening address.

On 17 May the Higher School of Economics held its first joint workshop – the HSE and Research and Design Institute for the General Plan of Moscow: A New Moscow in the Context of Conurbation: Priorities and Development Prospects.
A strategy is under development for the socioeconomic development of the Tula Region until 2030
On 23 April, a coordination meeting of the Government of the Tula Region was held, chaired by Governor Vladimir GRUZDEV, where the draft strategy for socioeconomic development of the region until 2030 was presented. The document proposes a radical change to the development vector of the Tula Region through the formation of the Tula agglomeration, budget manoeuvring and the implementation of an active cluster policy. A group of developers from NRU HSE was invited to the meeting, headed by Vice Rector of the Higher School of Economics Andrey KLIMENKO.
Requirements for openness set a new format for the career of the public servant
On 3 April, as part of the XIV NRU HSE International Science Conference on economic and social development and under the auspices of the Open Government, a round table discussion was held on Public servants: working on the basis of principles of openness. In opening the discussion, Vice Rector of NRU HSE and member of the Expert Council of the Open Government Andrey KLIMENKO remarked that openness in this instance means, primarily, an assessment of the activity of public servants on the part of the end users of their services: the civilian society.
Conference of the Russian Union of Industrialists and Entrepreneurs as part of Russian Business Week 2013
On 20 March, as part of Russian Business Week, the conference Removing administrative barriers, optimising government control and combating corruption was held. Vice Rector of NRU HSE Andrey KLIMENKO acted as moderator at the conference. The first part of the conference was devoted to problems in control and supervisory activity and ways to resolve them. The second part, devoted to corruption, included a report by Sergei DUBIK (Advisor to the Russian President), Mikhail BARSHCHEVSKIY (Plenipotentiary of the President at the Constitutional, Supreme and Higher Arbitration courts of the Russian Federation), Andrey BUGROV (Vice-president of the Russian Union of Industrialists and Entrepreneurs) and representatives of Russian and foreign companies.
Open data: new opportunities and new problems
On 16 February the NRU HSE hosted a meeting on how to improve legislation as regards access to public information. The meeting was attended by Russian Minister for Open Government Mikhail ABYZOV and discussion moderators were Director of IPAMM’s Centre for Analysis of the Operations of Executive Authorities Andrei ZHULIN and IPAMM Director and HSE NRU Vice Rector Andrei KLIMENKO.
Development strategy for Moscow and the city's budget policy
IPAMM Director Andrey KLIMENKO took part in the Moscow Urban Forum, held 4-5 December in the capital. During the session Effective Budget Policy, items were considered pertaining to the strategic management of the budget. As part of the research conducted by NRU HSE into the economic and organisational aspects of space activities, a meeting was held in Star City between Vice Rector Andrei KLIMENKO and a group of experts with the head of the Yuri Gagarin Cosmonaut Training Centre, Hero of the Soviet Union, Hero of the Russian Federation, cosmonaut Sergey KRIKALEV and his deputies.

On 11-12 June an OECD seminar was held in Berlin, devoted to improving the assessment of the performance of public regulation. IPAM NRU HSE Director Andrey KLIMENKO and director of IPAMM’s Regulatory Impact Assessment Centre Daniil TSYGANKOV took part in the seminar.
The Capital’s Open Budget: Initiation and Prospects
A round table was held on 1 June at the Higher School of Economics, devoted to Moscow’s Open Budget. Officials, experts and representatives of public organisations all gathered to discuss problems of information openness.
Opening the round table, director of the HSE’s Institute for Public and Municipal Management Andrey KLIMENKO remarked that, in economic terms, the budget performs a critical information function and market agents can and should make rational decisions, relying on budget data. If they do not have enough of this information, they will find it hard to determine their policy and the way they should conduct themselves on the market, especially when making long-term or medium-term plans. In this respect, an open budget is important because it reflects the key parameters and the key preferences of the authorities and business may ‘tune its conduct in line with the expenditure outlines that the government specifies for itself.’

Be patriotic, public servants!
On 9 April, Andrei KLIMENKO took part in the Open Studio programme on television's Channel 5, devoted to the civil service in Russia. Are all public servants patriots? And what form should this patriotism take? What can we do to raise the level of responsibility of civil servants to the public and force them to utilise budget resources effectively? These are the questions under discussion by the programme’s panel.
Monitoring public services for business (federal and regional levels)
On 14 March a press conference was held at Interfax, involving Russia's Deputy Minister for Economic Development Oleg FOMICHEV, head of the Russian Federal Antimonopoly Service Igor ARTEMIEV and Vice Rector of NRU HSE Andrey KLIMENKO. The press conference discussed the monitoring of measures, implemented to improve how access to public services for business is both maintained and expanded, key problems concerning the mutual relations of business and government in this field and how these problems are resolved.
Public services: overcoming administrative obstacles
Olga BYCHKOVA, a host on the Echo of Moscow radio station, opened the discussion and presented the participants:
'We have gathered here today to talk about public services, about the state of affairs today with the concept that was put forward and named the Public Services Supermarket.' It is believed that sooner or later there will be a situation when a civilian will be able to come to a place and, in one location, receive all that he or she officially needs from the state quickly and effectively. But how does this actually happen? How are the administrative obstacles overcome? We have quite a panel with us here today: Russia's Deputy Minister for Economic Development Oleg FOMICHEV, Alexei KHERSONTSEV, Director of the Department for Public Regulation in the Economy under the Russian Ministry for Economic Development and Andrei KLIMENKO, Vice-Principal at NRU HSE, Director of the HSE Institute for Public and Municipal Management.
Are Russians happy with the quality of public services?
Almost three quarters of Russians are happy with the quality of public and municipal services, provided by the respective Russian agencies. A survey by the Russian Academy of National Economy presents evidence that the quality of public services is rated as good and very good by 74.6% of respondents, surveyed in November 2011 in 20 constituent entities of the Russian Federation.
Cuts in bureaucracy are essential
Over the last 10 years the number of Russian civil servants across all levels has grown 1.4 times. This data is contained in the final report on adjustment of the long-term strategy until 2020, which has been submitted to the government. There is an excessive number of civil servants in Russia and they hinder economic growth, believe the government report’s compilers, and they are basically something the country can ill afford. The budgets of all levels spend about RUB 67 billion a month on their salaries alone, or RUB 804 billion a year. If their number is reduced to even just the level of the year 2000, annual savings of some RUB 240 billion will be assured. Given the expenditure on premises, transport, communication and so on, these sums could double, believes director of the NRU HSE Institute for Public and Municipal Administration Andrei KLIMENKO.
Discussing the strategy for Moscow's socioeconomic development until 2025
On 10 December, the Higher School for Economics held the first meeting of the International Consultative Council (ICC) on the strategy for Moscow's socioeconomic development until 2025.
The capital's government appointed a research team, representing the Russian Presidential Academy of the National Economy and Public Administration and NRU HSE, to elaborate the strategy for Moscow's socioeconomic development until 2025. Work got underway at the two institutions of higher education in the summer of 2011 and it was decided to bring in foreign experts, too.
The ICC's objective is to assess the suggestions of the Russian experts from the standpoint of international experience of developing major cities.
Representatives of expert groups from the Strategy-2020 project speak at a meeting of committee leaders from the Russian CCI
On 15 November 2011, a meeting was held of committee heads from the Russian Chamber Commerce and Industry, dedicated to a discussion of key aspects of Russia's socioeconomic development, as set out in the Strategy-2020 project. The event was opened and hosted by President of the Russian CCI Sergei KATYRIN.
The expert reports to the meeting were preceded by a brief welcoming address by NRU HSE Rector Yaroslav KUZMINOV. Reports were also presented by head of the expert group Optimising the state's presence: reducing regulatory functions, ensuring transparency and feedback in relations with civilians and business Andrei KLIMENKO, head of the expert group Strengthening market institutions. Ensuring stable conditions for ownership and development of competition and stimulating small business Andrei YAKOVLEV and head of the expert group Human health and habitat Sergei SHISHKIN.

On 9-10 November in Djakarta, the international forum Bureaucratic Reform: International Forum for Knowledge Management was held, organised by the Indonesian Government with the support of the World Bank.

IPAMM experts speak at the meeting of the Committee of the Russian Union of Industrialists and Entrepreneurs for Telecommunications and Information Technology
On 1 November, the Committee of the Russian Union of Industrialists and Entrepreneurs for Telecommunications and Information Technologies held its latest meeting. The meeting considered the creation of a legal mechanism for assessing the influence of legislative initiatives on business and interim results of the operations of the Committee's working group on preparing proposals for reviewing the requirements for structuring and transmission of traffic in the public telephone network.
The meeting was attended by representatives from the Federation Council of the Russian Federal Assembly, the Russian Ministry for Economic Development, the Institute for Public Administration and Municipal Management of NRU HSE, the Russian Chamber for Commerce and Industry and leading Russian mobile and landline operators. IPAMM NRU HSE was represented at the meeting by the Institute's director Andrei KLIMENKO and director of the Centre for Regulatory Impact Assessment Daniil TSYGANKOV.
IPAMM director joins the Consultative Committee for Regulatory Impact Assessment of the Russian Ministry for Economic Development
On 30 September, the Minister for Economic Development Elvira Nabiullina signed an Order on formation of the Consultative Committee for Regulatory Impact Assessment (RIA), to include Vice-Principal of NRU HSE Andrei KLIMENKO.
The committee will convene at least once every quarter. Its key objectives involve determining priority lines of RIA development in Russia, preparing proposals for the organisational, legal and technical improvement of RIA and making recommendations on performing expert assessment of regulatory legal acts of federal executive agencies.
NRU HSE holds workshop on the organisation of interdepartmental cooperation
From October 2011, Russian Federation authorities of all levels shall commence the transition to interdepartmental cooperation (from 1 October 2011 - the federal executive authorities and from 1 July 2012 - the executive authorities of the regions and local authorities). A colossal volume of work as part of measures for the organisation and planning of interdepartmental cooperation is required to facilitate the transition to service provision based on such interdepartmental cooperation.
On 23 September the Higher School of Economics held a workshop on the organisation of interdepartmental cooperation.
Improving supervision and control and removing administrative obstacles
On 14 September a first meeting was held in the newly opened business season of the Bureau of the Management Board of the Russian Union of Industrialists and Entrepreneurs (RSPP). Committee chairman Alisher Usmanov and IPAMM director Andrei Klimenko presented reports.

During a meeting of the expert strategy group for the socio-economic development of Russia until 2020, director of the NRU HSE Institute for Public and Municipal Administration Andrei Klimenko voiced the need to elaborate reforms, especially as regards administration and public service.
Results of the international APPAM conference Improving the Effectiveness of Public Services, held 28-29 June at the Higher School of Economics
First Vice-rector of the HSE Lev Yakobsen, Professor Douglas Besharov of the School of Public Policy at the University of Maryland, Alexei Germanovich, Public Projects Director at Moscow’s Skolkovo School of Management, Russian Deputy Minister for Communications and Mass Media Ilya Massukh and other forum organisers and founders all welcomed participants to the opening of the conference. In his report at the first plenary session, HSE’s Vice-rector Andrei Klimenko spoke about the development of public administration in Russia and summarised the key aspects of the process. The speech of the Dean of the HSE Faculty of Public Administration Alexei Barabashev during the conference’s second day was dedicated to the history of public service reform in modern-day Russia and elaboration of a new system for assessing the effectiveness of public servants.

On June 28th the international APPAM (Association for Public Policy Analysis and Management) conference ‘Improving the Effectiveness of Public Services’ started at the HSE. The event was organized by the HSE Faculty of Public Administration and the University of Maryland School of Public Policy.
