Responsibilities

Coordinates HSE's research and analytical work in the fields of law, public and municipal administration, including:

expert and analytical support for government agencies in the fields of law, public and municipal administration;
research activities related to applied research in the fields of law, public and municipal administration, including those carried out in accordance with state assignments for HSE.

Coordination of the following areas and types of HSE activities:

legal and personnel support for HSE activities, development and implementation of HSE social policy;
development and implementation of HSE intellectual property management policy;
ensuring HSE's compliance with Russian Federation legislation on labor protection;
oversight of the implementation and improvement of legal and personnel support for HSE activities and HSE social policy;
ensuring HSE's compliance with Russian Federation legislation on combating corruption;
internal control and audit of the financial and economic activities of HSE University;
coordination and oversight of the development and implementation of HSE University's intellectual property policy, development of HSE University intellectual property management mechanisms;
organization of the development and oversight of the implementation of a set of measures to ensure safe working conditions.

Coordinates the following structural divisions:

- Institute of Public and Municipal Administration;

- Research Center for Expertise and Legal Regulation;

- BRICS International Center for Competition Law and Policy;

- Anti-Corruption Center;

- Communications and Management Center;

- Technology Transfer Center;

- Corporate Academy.

Provides overall management and overall coordination of the following divisions:

- Legal Affairs Directorate;

- HR Management;

- Occupational Health and Safety Service;

- Internal Control and Audit Department;

- Directorate for Control and Prevention of Corruption Violations;

- Department of Social Sphere;

- Department of Corporate Hospitality;

- Catering Department;

- Directorate for Support of Academic Supervisors;

- Center for Recruiting and Certification of International Specialists.

‘National Symbols of States Are an Integral Part of Cultural Code’

In December 2025, HSE University hosted the first Forum of the BRICS Law Schools Consortium organised by the HSE Faculty of Law. The forum brought together 42 international delegates (including 10 deans) from 14 universities in Belarus, China, South Africa, India, and Indonesia. The programme included expert discussions, the signing of cooperation agreements, and the adoption of decisions on the future areas of activity of the BRICS Law Schools Consortium, which was established at the initiative of the HSE Faculty of Law.

On October 10–11, 2025, the BRICS Competition Law and Policy Centre at HSE University (the BRICS Centre) hosted a two-day international seminar, ‘Platform Economy: Competition Law and the Market Power of Digital Platforms,’ in Tashkent, Uzbekistan. The event brought together competition authorities from BRICS+ nations and leading antitrust experts from around the world.

HSE University Strengthens Ties with Peking University

On July 21, 2025, representatives from Peking University led by Zhang Jin, Vice President of Peking University and Chancellor of Shenzhen Graduate School, paid a visit to HSE University. The delegation included forty students, teachers, and administrators. During their visit, leaders from both universities discussed potential areas for future collaboration, and representatives from three HSE University departments held meetings with Chinese students.

In their recent study, Alexey Koshel, Yaroslav Kuzminov, Ekaterina Kruchinskaia, and Bogdan Lesiv of HSE University unravel the complex challenge of regulating digital platforms across jurisdictions. Their paper, In Search of the Regulatory Optimum for Digital Platforms: A Comparative Analysis, sets out not only to dissect the legislative frameworks of key global economies but also to propose a more coherent legal language for Russia’s rapidly evolving platform economy.
