Goal of research is to determine theoretically the extent and manifestations of a qualitative transformation of the modalities of EU interaction with its main international partners - Russia, the USA, China - as part of a systemic approach to the analysis of relations between the elements of the international system. At the same time the aim is to give a qualitative description of the three subsystems of international cooperation: EU-US, EU-Russia, EU-China and to test on a fundamental and application-level synthetic methodological approach to the analysis of the EU and its external relations, allowing the use of the methodology as a theory of international relations (especially realism and its modifications), theories specific to the study of the state (neo-institutionalism, the theory of elites, political theories networks) and integration theoretical approaches (intergovernmental approach, federalism and neo-functionalism).
Empirical base of Research is composed of the current economic and political events at the level of the whole European Union and its member states. These events are evaluated on the basis of various documents of the European Union and its member states, the statements of national and European political leaders, international research centers. An important component is the regular monitoring of the media, in newspapers, television, and news feeds in the Internet. Given the specificity of this study, priority was given to the media of EU member states. However, in addition were monitored and Russian sources. In this case, the critical importance is the comparison of the different positions of the leaders of the Member States and the European Union, its institutions, the nation's leading centers on current events, as they will serve as an indicator of the controversial nature of modern integration.
Results of Research are to conduct a theoretical analysis of the potential impact of the EU systemic transformations on its interaction with external partners in the subsystems of international cooperation: EU-US, EU-Russia, EU-China, assessed the prevalence of theoretical probability of a particular institutional balanced model of EU cooperation - an external partner (USA, Russia, China) in the context of the EU internal systemic transformation.
The results achieved in the development of the methodology is to conduct synthetic methodological approach to the analysis of the EU and its external relations, capable of using the methodology as a theory of international relations theories specific to the study of the state and integration associations.
In 2014 in the frames of study research there were scenarios developed on the issues of EU systemic cooperation with partners in international subsystems of EU-US, EU-Russia, EU-China in the short, medium and long-term perspective. There was also developed a methodology in order to identify and evaluate the basic mechanisms of interaction of external (global economic trends and world politics in general) and internal (institutional evolution of the balance) factor in the evolution of the European Union, external relations with key partners on the international arena defined within the case-study opportunities and constraints.
In the context of the production of new empirical knowledge the qualitative characteristics of the three subsystems of international cooperation EU-US, EU-Russia, EU-China was given, applied analysis of the evolution impact of power relations in the European Union is elaborated, taking place in the context of the post-crisis transformation of the EU format. Research result is also in analyzing institutional transformations in the system of interaction between the EU and its external partners in terms of theories of European integration.
There were defined the basic institutional drivers in the European Union, forming the modalities of its reactions to external challenges and to identify, including subsystems within the international cooperation of the EU-US, EU-Russia, EU-China, the main reasons for the relative increase of the degree of activity of the EU's external relations in the context of the crisis in the Union. In addition, the identified and analyzed potential "crisis zones" in the EU's external relations arising under the influence of its systemic transformation.
Level of implementation, recommendations on implementation or outcomes of the implementation of Results. Research elaborates in 2014 was presented in the form of reports on the authentic and international conferences, as well as reflected in the final scientific report and interim reports. Analyzes, which formed the basis of the project in 2014, the main conclusions and recommendations have been used as an information base for teachers of lectures and seminars on the main subjects at the Faculty of World Economy and International Affairs HSE (in particular, "Relations between Russia and the European Union" "The European Union in the world" and others).
Field of application. The results can be used by government agencies whose activities are related to the analysis and planning of the development of relations with the EU and the development of structures and mechanisms of Eurasian integration. Furthermore, the results are important for further research on this issue and can be used in the educational process at the Faculty of World Economy and International Affairs of the Higher School of Economics.
