­­­Institutional development of specialized health care

Priority areas of development: state and public administration
2018
The project has been carried out as part of the HSE Program of Fundamental Studies.

Goal of research: exploring the characteristics of institutional development of the specific types of specialized care: organizational patterns, methods of rationing the excess to the limited resources. 

Methodology: reviews of international literature, methods of institutional analysis, interviewing physicians and health managers in 5 regions of the country, methods of cross-tabulatory and disperse analysis of statistical data.  

Empirical base of research: national and industry data, regional health statistics, quality interviews data.

Results of research:

Analyzed two most successful programs of specialized care organization: stroke service development and multi-level system of urological care   in the regions of the country.Analyzed patterns of rationing medical care through waiting lists in Russia and internationally.Empirical data and international practices allowed to develop the specific recommendations on elective care waiting list management.Comparative analysis of quality and accessibility of medical care in Russian regions is conducted.

Recommendations on implementation of the results

The results of the research can be used:

  • for the specification of the activities of the State program “Health care development” in 2018-2024;
  • for developing the legislation on state guarantees of health care accessibility;
  • for monitoring quality and accessibility of health care in the regions.
