Goal of research
The aim of the study is to answer questions about the extent to which the low growth rates of the Russian economy in the last decade are due to factors associated with intangible assets, human capital, and redistribution of resources.
The research methodology is based on international statistical standard for national accounts, including input-output tables, as well as on the modern methods and models for analyzing and forecasting inter-industry linkages. Also, the research methodology is based on the method of structural decomposition.
Empirical base of research
Mostly the official statistics is used, which is provided by the Russian State Statistical Office, Rosstat, (economic indicators and input-output tables), as well as disaggregated data. It is also important using extensive information about the details of construction technique of appropriate indicators. In addition, where necessary, alternative indicators of the Russian macroeconomic dynamics and the data from alternative sources (including own estimates) are used.
Results of research
The contribution of intangible assets to the long-term growth of the Russian economy has been analyzed. Russian economic growth in the context of the global slowdown in economic development and its sources for the period 2003–2014 has been analyzed. The results of the development of inter-temporal and international comparisons of productivity are presented. Possible government measures to increase labor productivity are considered. Methods of temporal disaggregation of high-frequency economic time series have been developed, as well as extrapolation methods based on short-term economic indicators.
Level of implementation, recommendations on implementation or outcomes of the implementation of the results
Research results were presented at numerous international and Russian conferences and research seminars.
Results of this project can be used for economic policy making, improvements of the official statistics methodology and for teaching.
The laboratory also provides expert examination services for such government authorities as the Central Bank of Russia, the Ministry of Economic Development of the Russian Federation, the Russian State Statistical Office, the Interstate Statistical Committee of the Commonwealth of Independent States, the Accounts Chamber of the Russian Federation, etc.
