Developing guidelines on improving quality of the Russian system of general education

Goal of research

Substantiation of theoretical and methodological approaches to improve the quality and ensure global competitiveness of Russian general education, development of recommendations for all levels educational.

Methodology:

  • secondary data analysis of the education quality international comparative with the using multivariate statistical methods;

  • analysis of policy and strategic documents of national education systems;

  • analysis of studies of the effects of educational policies and reforms to improve the education quality;

  • meta-analysis of studies in context of global competitiveness to understand the factors, criteria, and conditions of competitiveness, development of a unified ontology of global competitiveness and conceptual thesaurus;

  • static methods data analysis to select the significant criteria of competitiveness, their justification, allocation of contextual and direct factors;

  • methods of expert sociological research, including expert interviews and expert survey to assess the validity of the selected criteria and development of coherent scientific grounds for understanding the characteristics of competitiveness;

  • methods of modeling and forecasting to assess the dynamics of changes in the significance of the criteria of global competitiveness of general education, planning and development of methodology, approaches and evaluation criteria based on the framework of international comparative studies and national studies of education quality assessment.

Results of research

Theory’s impact:

  • systematized description of criteria and characteristics of global competitiveness of general education systems in context of technological and social changes;

  • systematic description of factors related to global competitiveness and high quality of national systems of general education in context of changes in technological and social structure;

  • development of the educational inequality theory in terms of its mechanisms that cause the reduction and improvement of quality in a group of students with different SES.

Methodology development’s impact:

  • justification of the "global competitiveness" concept related to national systems of general education in context of changes in technological and social structure;

  • justification of the assessment methodology, global competitiveness, and the provisions of the general education system of the Russian Federation concerning the leading countries in quality of overall education;

  • substantiation of theoretical and methodological approaches to the strategy of ensuring global competitiveness and improving the quality of general education of the Russian Federation in context of changes in technological and social structure.

New empirical data:

  • description of successful models and practices of general education systems in world leading countries in context of improving the quality of general education including contextual factors;

  • description of the educational policy components providing global competitiveness and improvement of quality of the general education of the Russian Federation; 

  • description of the factors (school and individual characteristics) associated with the educational results of students with high SES.

Recommendations to ensure global competitiveness and improve the quality of general education of the Russian Federation have been developed in the pledge of strategic management decisions at different levels. In the future, they can be used in the adoption of strategic documents at the federal and regional levels to modernize of the education system.

As part of the study, new approaches to determining the global competitiveness of the education system have been identified for the first time in theory. These approaches have been determined based on a broad meta-analysis of research in this area, as well as in those areas where the concept of competitiveness has been developed and used as a theoretical design and practical management mechanism.

The analysis included the study of international and Russian studies in this area for a long time interval, starting with classical works in the field of XX century’s economic theory, ending with modern theories considered the properties, factors, characteristics of the systems competitiveness from the position of their openness, uncertainty and flexibility.

The global competitiveness meters characteristics used in international studies, including studies and international comparisons of educational systems on various grounds, have been also studied. Based on the conducted analysis the basic bases for allocation of specific factors and characteristics of the Russian education system developing its competitive advantages have been defined. These factors and characteristics have been determined with expert method and meta-analysis tools.

There has been more detailed analyze of the «glass ceiling» effect. It has been analyzed as a specific case characterizing the national educational system, which has a set of features reducing its competitiveness.

The selected factors and characteristics have been considered in context of case-analysis to develop an understanding of their influence on the competitiveness of Russian school education. At the same time, the education system itself has been considered in context of its placement in the contextual framework of modern social and technological structures.

The identified factors and characteristics, their analysis and comparison have made it possible to develop recommendations for ensuring global competitiveness and improving the quality of general education in the Russian Federation. These recommendations have been formulated as a basis for strategic management decisions at different levels. In the future, they can be used in the adoption of strategic documents of the federal and regional levels for modernization of the education system.
