Goal of research

Identification of key factors and problems in increasing the labor productivity of enterprises in basic non-primary sectors, development of recommendations on public policy measures aimed at increasing labor productivity.

Methodology

Analysis of normative legal acts and other official documents, review and analysis of literature, econometric analysis (frequency, regression, factor analysis, etc.)

Empirical base of research

Official statistics (Rosstat, OECD, etc.), statistical database (Penn World Table, Total Economy Database, Russia KLEMS, etc.), a survey of managers of 713 enterprises in Russian basic non-primary sectors (HSE, 2019)

Results of research

  • Comparative analysis of labor productivity in Russia and foreign countries.

  • Analysis of the current level and dynamics of labor productivity in various sectors of the Russian economy.

  • A review of theoretical and empirical studies of key factors for increasing labor productivity at the firm level.

  • Microeconomic analysis of factors of increasing labor productivity in the Russian basic non-resource sectors, companies' interest in increasing labor productivity, key needs of companies to increase labor productivity, pressing problems and obstacles in this area, actions taken by companies to increase labor productivity, the role of research, innovation, science-business cooperation, staff training, and exporting in increasing labor productivity.

  • Analysis of relevant foreign experience in implementing state programs and initiatives to stimulate labor productivity growth, as well as the creation and activities of national and regional competence centers to increase labor productivity.

  • Recommendations for improving state policy to increase labor productivity, including proposals for the development of measures and instruments of state support for companies, improving and improving the effectiveness of the national project “Increasing Productivity and Supporting Employment”, strengthening the contribution of science and education to productivity growth and developing companies in the Russian basic non-primary sectors.

Level of implementation, recommendations on implementation or outcomes of the implementation of the results

The results of the project can be used by public authorities in determining priorities and directions, formulating and implementing specific public policy measures to increase labor productivity and ensure the growth of basic non-resource sectors, as well as to improve and increase the efficiency of the national project “Labor productivity and employment support”.
