Key areas of scientific and technological development in spheres of interest to the Russian defense industry

Goal of research

Identification and analysis of scientific and technological development key areas in the interests of the Russian defense industry, based on methods of processing of large amounts of unstructured information from open sources, using four thematic areas, agreed with the research customer:

  • electronic technologies

  • electric propulsion technologies

  • radio electronics technologies

  • optoelectronics and photonics technologies.

To achieve the research goal, the following tasks were completed:

  1. Formation of a semantic database of scientific and technological development key areas in the interests of the Russian defense industry (using four thematic areas as an example), for conducting intellectual analysis and text mining

  2. Formation of information and analytical materials on scientific and technological development key areas in the interests of the Russian defense industry (using four thematic areas as an example) using methods for processing of large amounts of unstructured information from open sources.

  3. Identification of directions for using the results of analysis of scientific and technological development key areas in the interests of the Russian defense industry in strategic planning and decision-making systems at the national and industry levels.

Methodology

Approaches, methods and technologies of information retrieval, text mining, semantic analysis, intellectual processing of large arrays of text documents based on machine learning algorithms. These methodological elements are implemented in the system of big text data intelligent analysis iFORA, developed in the Institute of Statistical Studies and Economics of Knowledge of the Higher School of Economics. The system is based on fast semantic processing of millions of full-text documents algorithms, on unstructured data analysis using machine learning. The methodology includes collecting large amounts of unstructured information from open sources; processing collected unstructured text and metadata using tools based on quantitative algorithms of statistical, syntactic and semantic analysis; different types of collected documents analysis.

Empirical base of research

Open sources of large amounts of unstructured information on scientific and technological development key areas in the interests of the Russian defense industry (using four thematic areas as an example).

Results of research

The methodological result of the study was the development of new approaches to the analysis of scientific and technological development key areas in the interests of the Russian defense industry (using four thematic areas as an example) using methods for processing of large amounts of unstructured information from open sources. New approaches, methods and tools make contribution to the growth of objectivity and increase the completeness of analysis, to the identification of current trends in the subject area of research. Regarding new empirical knowledge, the following results were obtained:

  • Information and analytical materials based on semantic mapping results on the example of four thematic areas in the interests of the Russian defense industry - electronic technologies, electric propulsion technologies, radio electronics technologies, optoelectronics and photonics technologies.

  • A description of the directions for using the results of analysis of scientific and technological development key areas in the interests of the Russian defense industry in strategic planning and decision-making systems at the national and industry levels.

Level of implementation, recommendations on implementation or outcomes of the implementation of the results

The obtained results are applied, their application can have a significant impact on improving the efficiency of managerial decisions making by the Russian defense industry representatives, including the following activities implementation:

  • strategic and program documents development;

  • selection and support of scientific and technological development priority areas;

  • the formation of technology portfolios that are most conducive to the state priorities achievements;

  • determining the key characteristics of the defense industry products required to the industry competitiveness ensure, etc.
