Goal of research

The working-out of approaches to the analysis of the economy and society digital development dynamics

Methodology

In the course of research a set of methods was used, including a method of collection, systematization, verification, reliability assessment, aggregation of statistical data; system analysis and decomposition; statistical analysis; generalization and systematization; desk study; legal engineering technique, management regulation of the interested authorities actions; method of the best practices (cases) evaluation, benchmarking and comparative analysis and also the information visualization methods.

Empirical base of research

The data on the Federal State Statistics Service website and public information of the following federal executive bodies were used as an informational background for research:

  • Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation

  • Ministry of Economic Development of the Russian Federation,

  • Ministry of Transport of the Russian Federation,

  • Ministry of Education of the Russian Federation,

  • Ministry of Science and Higher Education of the Russian Federation, Ministry of Health of the Russian Federation,

  • Central Bank of the Russian Federation,

  • Federal Service for Supervision of Communications, Information Technology and Mass Communications;

  • Federal Service for Supervision of Education and Science;

  • Federal Service for State Registration, Cadastre and Cartography.

And also the statistical information on the following foreign sources:

  • World Intellectual Property Organization (WIPO);

  • Scopus databases;

  • International Telecommunication Union (ITU);

  • Directorate General of Communication Networks, Content and Technologies of the European Commission;

  • Statistical Service of the European Union (Eurostat);

  • Organization for Economic Co-operation and Development (OECD).

Results of research

The Development of the Digital Economy Statistical Measurement Methodology resulted with the following:

  • The key areas analysis scheme of the economy and society digital development for 2016–2018.
  • Composition of statistical information characterizing the economy and society digital development for 2016–2018.
  • Approaches to the statistical presentation of information characterizing the economy and society digital development for 2016–2018.
  • The statistical information requirements characterizing the economy and society digital development for 2016–2018.
  • An array of statistical information, characterizing the economy and society digital development for 2016–2018, adapted from publicly available sources.
  • Interactive visual charts on the economy and society digital development for 2016–2018.
  • The research final report.

Level of implementation,  recommendations on implementation or outcomes of the implementation of the results

The methodological approaches to the statistical presentation of information developed as a result of research, an array of statistical information and interactive visual charts on the economy and society digital development for 2016–2018 can be used for further statistical survey of the economy and society digital development.
