Analysis of models of regulation of markets undergoing digital transformation and the development of state policy in this area

Goal of research

Study of the consequences of digital transformation in industry markets and development of approaches to their regulation.

Methodology

System and comparative analysis, qualitative analysis of secondary data, economic modeling, expert assessments method, juridical assessment and analysis, formation and analysis of cases, quantitative consumer survey and semi-structured interviews with industry experts.

Empirical base of research

Current regulations, official statistics, public opinion research of consumers, primary data of industry experts.

Results of research:

a. We have studied the most successful digital platforms and conducted an inventory of concepts and definitions for the term "digital platform" for working out our own definition. In addition, we have identified the key characteristics, impacts and risks of digital platforms and developed criteria for choosing markets.

b. We have inventoried 20 scientific and expert classifications and established a systematic meta-classification of digital platforms on four grounds: functionality of the platform, applied economic model, the technology and industry affiliation.

c. We have developed a methodology and corresponding economic models for assessing the effects of digital platforms in the taxi market and calculated the effects for all participant groups in Moscow taxi market (passengers, drivers, organizations and operators of digital platforms).

d. We have elaborated approaches for the transformation of the taxi services regulation with digital platforms. We have also determined conditions for platform transformation, identified the risks and benefits, analyzed the foreign experience and developed detailed proposals for digital platform regulation.

e. We have created three transactional taxation models (the tax representative, the tax agent and technological mediation) and approaches for assessing effects. The models and approaches were tested on the example of the taxi market.

Level of implementation, recommendations on implementation or outcomes of the implementation of the results

The results of the study can be used to take measures at the state level to support the formation and development of digital platforms in individual markets, improve the state regulation of industry markets, digital platforms and their operators, as well as the transition to transactional taxation in Russia.
