Goal of research

The development of arrangement content of the federal project “Manpower for the Digital Economy” and the formation of the necessary legal regulation for the “Manpower and Education” working group, the UNTI Competency Center 20.35 and the responsible federal executive bodies as part of the participation of HSE in the development and support of the federal project

Methodology

Analysis of regulatory documents, educational standards of different countries, existing and promising technologies. The research methodology is based on the study of Russian and world experience; analysis of trends, strengths and weaknesses of the use of digital tools in educational organizations, analysis of the positive and negative results obtained, making recommendations on ensuring the conditions for the implementation of projects. Research involves a combination of theoretical and empirical methods. These methods include:

  • existing approaches to the selection and systematization of successful Russian and international practices;

  • mechanisms for expert evaluation of the effectiveness of Russian and international practices in the field of key activities of the Federal Project;

  • systematic analysis of selected practices in a formalized form will include elements of contextual and SWOT analysis. In addition, consultations were held with experts, participants in the market of digital educational technologies, and developers with the necessary competencies.

Model for monitoring digital transformation (informatization) of the general education system, approbation of a survey tool and expert validation.

Analysis of the factors associated with the level of digital literacy and developed draft pattern designs of test items to assess the level of digital literacy among primary school graduates and members of the 55+ age group.

Level of implementation, recommendations on implementation or outcomes of the implementation of the results

Methodological recommendations and results of the analysis of the relevant activities of federal projects in the form of analytical notes are sent to the Ministry of Science and Higher Education of the Russian Federation and the Fund for New Forms of Education Development as analytics and working documents for working with federal project activities.

The results of the approbation model and tools for monitoring the digital transformation of schools have passed the testing stage, the refinement of the model based on the results of testing will allow us to begin the implementation of these models and tools.

The development of a draft pattern design of test items to assess the level of digital literacy among primary school graduates and representatives of the 55+ age group finished.
