Goal of the project

Regular monitoring of the education sector, evaluating the qualitative characteristics of ongoing changes in motivations, economic behavior and strategies of consumers and providers of educational services, including emerging risks and barriers at all levels of education.

Research objectives

Objective 1. Development of tools for conducting quantitative sociological surveys representative of the Russian Federation level in 2020, allowing to identify the determinants and characteristics of mass choice in the education system, educational trajectories, motivations, strategies, behavior of participants in the educational services market, as well as to assess the financial flows associated with receiving education, students’ flows in the education system.

Composition of surveys:

1. Survey of households, which include persons getting education (educational programs of all levels) and training, including participationlifelong education;

2. Survey of education and childcare issues among heads of preschool educational organizations and heads of structural divisions of schools that implement preschool education programs on;

3. Survey of education and childcare issues among kindergarten teachers of preschool educational organizations and structural subdivisions of general educational organizations that implement preschool education programs;

4. A survey of education and childcare issues among parents of children of attending preschool educational organizations or structural units of general educational organizations that implement preschool education programs;

5. Interview with directors of schools (general educational organizations;

6. Survey of teachers of schools (general education organizations);

7. Survey of parents of students of schools (general education organizations);

8. Survey of heads of vocational schools (professional educational organizations);

9. Survey of teachers and еtrainers of vocational schools (professional educational organizations);

10. Survey of students of secondary vocational education programs studying full-time in vocational schools (professional educational organizations);

11. Survey of graduates of secondary vocational education programs who completed their studies less than 3 years ago;

12. Survey of heads of universities - legal entities except for military universities;

13. Survey of heads of scientific and educational structural divisions in universities (except for military universities);

14. Survey of teaching staff of universities (except for military universities);

15. Interview with heads in the field of information and communication technologies of universities (except for military universities);

16. A survey of full-time university students (except for military universities);

17. Survey of employers (heads of enterprises).

Objective 2a. Development of tools for conducting a qualitative sociological survey in the field of secondary vocational education in 2020.

Objective 2b. Development of tools for conducting in 2020 a qualitative sociological survey dedicated to educational strategies of households with children of middle and senior school age (10-17 years old).

Objective 3. Prepare and conduct in 2020 the specified sociological surveys for monitoring the education economy (during 2020, 17 quantitative sociological surveys and 2 qualitative surveys representative of the Russian Federation level should be conducted).

Objective 4. Creation of microdata files containing the results of a series of surveys conducted in 2020 and aggregated microdata files merged results of previous surveys and results of surveys conducted in 2020 for monitoring the education economy.

Objective 5. Analysis of the economic aspects of the development of education in the Russian Federation based on the systematized results of sociological surveys carried out in 2020 for monitoring the education economy:

  • analysis of mass choice, educational trajectories, motivations, strategies, behavior of participants in the educational services market;

  • analysis of the features of the functioning of the sphere of secondary vocational education;

  • analysis of household behavior practices aimed at overcoming the perceived “failures” of the education system, factors of individual educational efforts of the student, redistribution of responsibility for education process in the system “family - school - student - additional education”, inequality of households in digital cultural capital based on the results of 2020 qualitative sociological survey of households within project “Monitoring the education economy”.

Objective 6. Assessment of financial flows related with getting an education, flows of students in the education system; building maps (by education levels) of financial flows and students’ flows.

Objective 7. Merging microdata files and aggregated microdata files from sociological surveys of secondary vocational and higher education within project “Monitoring the education economy” (MEE),, with the microdata files with the results of “Monitoring the effectiveness of the activities of educational institutions of higher education” (http://indicators.miccedu.ru/monitoring/?m=vpo ) and “Monitoring the quality of personnel training in educational institutions that implement educational programs of secondary vocational education” (https://miccedu.ru/p/monitoring_spo.html).

Objective 8. Updating the information storage of the project “Monitoring the education economy”, by adding of the microdata files containing the results of a series of surveys conducted in 2020  and aggregated microdata files merged results of previous surveys and results of surveys conducted in 2020.

Objective 9. Identification, systematization and assessment of scientific and technological trends and shifts in the labor market that determine the requirements for the transformation of the education system using tools for analyzing big data.

Objective 10. Accumulation and distribution of the results of research conducted in 2020 within the project ”Monitoring the education economy”:

a) Creation of information and analytical materials in the interests of the Government of the Russian Federation and educational authorities;

b) maintaining a website containing materials of sociological surveys within the project “Monitoring the education economy”.

Methodology

The methodology of this project is based on sociological and statistical approaches, conceptual, methodological and instrumental results of developments, implemented by the Higher School of Economics, which takes into account the best domestic and foreign experience.

As part of a series of sociological surveys for monitoring the education economy, a less expensive and most effective method is used - the sampling method. In this case, a group (sample population) is formed from the general population using special selection procedures, in which a sociological survey (survey) is conducted out on a given topic. The data obtained as a result of such a sample survey, with certain assumptions, are extrapolated to the entire general population. In order to be possible to extrapolate, it is necessary to ensure representativeness (similarity) of the sample population in terms of the main parameters of the general population (for example, by the type of settlement, age of the child). The condition for the representativeness of the sample population is ensured when it is formed using quota sampling procedures based on key characteristics of the general population (for example, such as belonging to federal districts, types of settlements, form of ownership and type of educational organization, type of educational programs, etc.). The used procedures are designed to ensure the representativeness of data on the education sector of the Russian Federation level.

As part of the work to identify, systematize and assess scientific and technological trends and shifts in the labor market that determine the requirements for the transformation of the education system, the methodology of the planned scientific research is based on the approaches, methods and technologies of information retrieval, text mining, semantic analysis, intelligent big data processing. for text documents based on machine learning algorithms. These methodological elements are implemented in the big data mining system iFORA, which is developed at the Institute for Statistical Studies and Economics of Knowledge, National Research University Higher School of Economics. The system is based on algorithms for fast semantic processing of millions of full-text documents, analysis of unstructured data using machine learning. The methodology includes collecting large amounts of unstructured information from open sources; then processing the collected unstructured text and metadata using tools based on quantitative algorithms for statistical, syntactic and semantic analysis; and also, various types of analysis of collected documents.

  • results of sociological surveys of monitoring the economy of education, implemented as part of field work in 2020 and previous rounds of the MEE;

Results of the project

In the field of theory:

Development of a concept for the formation of an integrated system of quality indicators (indicators) of education development, which provides educational authorities, expert community with qualified information characterizing  development of education system in the Russian Federation.

Justification and development of theoretical groundwork for approbation of the application of embedding language models based on neural networks as the core of text-mining analysis.

In the development of the methodology:

Development of a comprehensive system of quality indicators (indicators) of education development, providing educational authorities, professional and expert community with qualified information characterizing development of education system in the Russian Federation.

Development of tools and design for conducting sociological surveys representative of the Russian Federation, allowing to identify the determinants and characteristics of mass choice in the education system, educational trajectories, motivations, strategies, behavior of participants in the educational services market, as well as to map (by educational levels) financial flows associated with obtaining education, and students’ flows in the education system.

Development of methodological approaches to identify, systematize and assess scientific and technological trends and shifts in the labor market that determine the requirements for the transformation of the education system.

Development of methodological approaches to identify new household practices in terms of making educational choices and actualizing available opportunities to overcome perceived educational deficits.

Creation of a database of documents of a scientific and technological nature that determine the requirements for the transformation of the education system.

In obtaining new empirical knowledge:

Development of a system of qualitative indicators (indicators) of the development of education, which provides the authorities in the field of education, the expert community with qualified information characterizing development of education system in the Russian Federation, which makes it possible to assess the effects of the implementation of the national project "Education", some activities of the national program "Digital Economy of the Russian Federation ", national projects" Science "(in terms of the development of scientific and scientific and -production cooperation based on the integration of universities and scientific organizations) and" Demography "(in terms of creating conditions for increasing the availability of high-quality preschool education, including for children under the age of 3 years).

Development of a list of trends in scientific and technological development, as well as a list of competencies that characterize the shifts in the labor market and determine the requirements for the transformation of the education system.

Level of implementation, recommendations on implementation or outcomes of the implementation of the results

Materials created during the implementation of the project are presented to the Administration of the President of the Russian Federation, the Government of the Russian Federation, the Federal State Statistics Service (Rosstat), the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Education of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the Ministry of Economic Development of the Russian Federation, other Ministries and Departments for using in their current activities.

Information and analytical materials based on the results of the project, characterizing the state and development of the sphere of education and science, are regularly published.

Recommendation: it is advisable to use the obtained in the project results in all the NRU HSE's developments on the relevant issues.
