Goal of research

Development and justification of mechanisms for ensuring equal access of children and youth to quality education in the context of digital economy and current demographic trends in the Russian Federation.

Policy mechanisms for ensuring equal access of children and youth to quality education in the context of digital economy and current demographic trends in the Russian Federation

Methodology

The research methodology is based on the factors of quality of school education and equality of access to quality education that are well-founded in the world science.

The study takes into account the experience and methodology of international research used to analyze educational reforms and national programs aimed at ensuring equal access of children and young people to quality education, as well as Russian experience in implementing projects to support schools operating in unfavorable social conditions and schools showing low educational results.

Empirical base of research

Data from international comparative studies of the quality of education (TIMSS, PIRLS, PISA), regulatory documents and educational policy documents of the Russian Federation and foreign countries/

Results of research:

  • The analysis of the current situation with the equality of educational opportunities, the scale of school failure in the Russian Federation in international comparative studies of the quality of education was carried out. Disclosed the specifics of the situation related to demographic trends, the development of the digital economy, the coronavirus pandemic;

  • The indicators characterizing the level of equality of educational opportunities, the scale of school failure in the Russian Federation in order to achieve the goal " Russian Federation into the top 10 countries in the world in terms of the quality of general education by 2024", including direct and indirect, are substantiated. Special attention is paid to the indicators of academic and social stratification, resilience.;

  • The main trends and best practices of regulatory support, implementation of programs and projects aimed at overcoming educational inequality, reducing the number of unsuccessful children and young people, and preventing school failure are identified. First of all, the inclusion of a policy to reduce inequality in a general inclusion policy, identification of the target group of students who need support, clear regulation of cases in which students are provided with appropriate support, comprehensive nature and continuity of actions at the territorial level;

  • The analysis of: the risks of increasing educational inequality; an increase in the number of unsuccessful children and young people in the context of the COVID-19 coronavirus pandemic; promising measures to compensate for the existing and expected negative consequences of the pandemic was carried out.

  • Organizational and managerial economic mechanisms and promising projects aimed at reducing the number of unsuccessful children in the Russian Federation and preventing school failure have been substantiated (including measures aimed at minimizing and overcoming the risks of access of children and youth to quality education in the context of the coronavirus pandemic);

  • A package of organizational and legal documents has been developed for the implementation of mechanisms aimed at ensuring equal access (regardless of social origin and place of residence) of children and youth to quality education.

Level of implementation,  recommendations on implementation or outcomes of the implementation of the results

The results were used:

  • in the development and implementation of the program "Organization of methodological support for at least 250 identified educational organizations with low educational results of students, from at least 20 regions of the Russian Federation" of the federal project "Modern School" (National Project “Education”);

  • to develop a methodology for providing targeted methodological assistance to general educational organizations with low educational results of students;

  • in the preparation of a new edition of the passport of federal projects "Modern School" (National Project "Education");

  • in the preparation of the draft report of the State Council of the Russian Federation on the topic "On the tasks of the constituent entities of the Russian Federation in the field of general education";

  • to accompany the event of the Accounts Chamber of the Russian Federation "Analysis of the effectiveness of public policy measures in solving the problems of children experiencing difficulties in mastering the school curriculum (prevention of school failure)."

Application field

Implementation of the national project "Education", development and implementation of projects aimed at improving the quality of education, reducing the proportion of children experiencing difficulties in mastering educational programs, including overcoming the negative consequences of the coronavirus pandemic.
