Research on the topics of the ‘Labour market, professional education, migration policy’ expert group’s work

The project has been carried out as part of the HSE Program of Fundamental Studies.

The project addresses two important tendencies of the Russian labor market: the increasing number of labor migrants from the former Soviet Union and East Asian Countries in the larger cities and bordering regions mostly in positions of low-qualified labor and with a very low degree of cooperation between employers and the system of education.

The overall aim of the project is to collect data that explores (i) employment practices, the advantages of using labor migrants over the incumbent population, attitudes towards labor migrants by employers and the population; (ii) employers assessment of quality of education at institutions for vocational training and higher education, their willingness to collaborate with these institutions; and (iii) expert assessment of the efficiency of current systems of professional certification in education, healthcare and highly-qualified labor in manufacturing. A supplementary part of the project deals with studying the practices of using agency labor, which are currently new to the Russian labor market.

Overall the project consists of 4 surveys: (1) survey of 1500 employers from six sectors of the economy (construction, manufacturing, communication, retail, transportation, business and personal services); (2) survey of 8000 migration workers; (3) large-scale survey of population (24500 respondents); and a supplementary survey of employees at labor agencies.
