The project “Monitoring of Education Markets” carried out in 2011 includes the following elements:
- Surveys of preschool education institutions and schools in the framework of monitoring of education markets and organizations – preparation, implementation and analysis.
- Updating the content of the System for Information and Analysis of the Economics of Knowledge;
- Preparing statistical data books on the knowledge economy.
Surveys of preschool education institutions and schools in the framework of monitoring of education markets and organizations – preparation, implementation and analysis.
Achieving the goals and solving of the tasks of the education development defined in ‘The main directions of activities of the government of the Russian Federation for the period up to 2012’ and in ‘The concept of the long-term social and economic development of the Russian Federation for the period up to 2020’ require adequate information and a suitable analytical base. The Monitoring of Education Markets and Organizations carried out by the Higher School of Economics since 2002 plays an important role in this.
The HSE Monitoring of Education Markets and Organizations is regarded as a system for collecting generalized information and micro data, analysis, generalizing and presenting information on recent trends in education in Russia: on the choice of educational programs, funding of education, strategies of educational institutions, overall management, allocation of recourses, hiring policies, etc.
The organizational structure of the Monitoring of Education Markets and Organizations provides the possibility of establishing a system of surveys proceeding from the information demands and the financial conditions of the annual activity cycle without changing their long-term substance.
In 2011, as part of the project of the HSE Programme of Fundamental Studies, a number of surveys were carried out, namely those involving preschoolers’/schoolchildren’s parents, teachers and managers/principals in two segments of the education system – the preschool and school education. The main idea of these surveys consisted in the support of the conceptual approaches and methodology of the Monitoring of Education Markets and Organizations conducted by the Higher School of Economics since 2002.
The surveys of the segments of the preschool and school education were aimed at studying the contribution of the educational institution and household in developing children’s cognitive habits, creative abilities, cultural level and health and their influence upon the results of learning.
The following tasks were fulfilled in the course of the work:
- The programmes and tools of the surveys of preschoolers’/schoolchildren’s parents and teachers and managers/principals of preschool education institutions and schools were updated;
- The surveys mentioned above were prepared and carried out;
- The methodical reports on the data collection were prepared;
- Databases were formed and analytical tables were prepared;
- The results of the surveys were analyzed.
Based upon the analysis of the results of the surveys, a series of information bulletins “Monitoring of Education Markets and Organizations” and other information and analytical materials were prepared.
The tools and key results of the surveys are presented on the website Monitoring of Education Markets and Organizations (http://memo.hse.ru) which is the main information resource of the Project. The site was updated in 2011 under the Project: a new, simpler and more user-friendly design of the site was proposed and a new web address of the site – shorter and easier to remember – was created. To increase the accessibility of the data of the Monitoring of Education Markets and Organizations and expand the number of potential users of the Project among the international research and education community a decision was taken to develop an English version of the website. At the present time a section in English has been added to the website and it is planned to develop it in future by adding content that reflects the essential information on the Project.
Updating the content of the System for Information and Analysis of the Economy of Knowledge.
The implementation of the Project includes the collection, storage, processing and analyzing of large amounts of statistical data and the results of other research. In order to fulfil this task, the System for Information and Analysis “Statistics and Monitoring of the Economics of Knowledge : Science, Innovation, Education, Information Society” is used. The main purposes of the data warehouse are (1) storage of the sociological, statistical, regulatory and analytical information obtained as a result of conducting the activities of Monitoring of Education Markets and Organizations; (2) a user service for information and reference based upon establishing an effective retrieval mechanism of information resources of Monitoring of Education Markets and Organizations.
To increase the efficiency and quality of preparing the analytical materials and fulfilling the new research goals included in the Project the activities of updating the content of the System for Information and Analysis based upon the outcomes of the surveys and analytical work carried out in 2011.
Preparing the statistical data books on the knowledge economy.
A rather broad section of users (researchers, faculty, education authorities, educational institutions managers, higher education students and others) take a great interest in the statistical data characterizing the development of the new economy. The data books prepared and published by the Higher School of Economics make it possible to meet this topical demand for information (as they contain the data that are most frequently applied in the theory and practice of the statistical analysis of different sectors of the economics of knowledge). The statistical publications are issued by the Higher School of Economics in cooperation with the Federal Service for State Statistics, Ministry of Education and Science of the Russian Federation and Ministry of Communications and Mass Media of the Russian Federation. In 2011 the Institute for Statistical Studies and Economics of Knowledge of the National Research University Higher School of Economics continued to publish volumes on the statistics of knowledge economy covering science, innovations, education, information society that were prepared as part of this Project.
